Purpose of Job:
The Human Resources Manager (HRM) plays a pivotal role in fostering a positive, inclusive, and engaged workplace culture. This position provides strategic support and guidance across multiple HR functions, with a strong emphasis on employee relations, workplace investigations, and organizational development. The HRM partners with supervisors and leadership promote fair and consistent practices, resolve employee concerns, and strengthen team dynamics. The HR Manager’s primary focus will be employee relations to include employee investigations and employee engagement. The HRM will provide professional expertise and support in the design, development, and implementation of effective employee relations strategies and investigative processes that align with GOAL’s aims and goals. The HRM formulates partnerships across the HR function to deliver value-added service to Administration, Regional Teams, and employees, ensuring fair, consistent, and compliant practices that reflect the objectives and culture of GOAL Academy. This position reports to the Senior Human Resources Manager.
Physical Presence: Must be able to maintain a regular on-site presence to effectively support, collaborate with colleagues and fulfill the responsibilities of the role. While virtual work may be permitted based on specific site needs and work responsibilities, the ability to be physically present at designated locations as needed is essential to the successful execution of this position’s duties.
Supervisory Responsibilities: This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions on the HR Team.

Employee Relations
- Manages and resolves complex employee relations matters through effective, thorough, and objective investigations, ensuring fairness, consistency, and compliance with GOAL’s policies and employment laws.

Participate in the review and resolution of Title IX complaints, ensuring compliance with federal regulations and GOAL Academy policies. Receive comprehensive training to support fair, thorough, and timely handling of Title IX matters and related documentation.

Recommends Human Resources policies and objectives for the school concerning employee relations.

Partners with management to communicate Human Resources policies, procedures, programs, and laws.

Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.

Conducts investigations when employee complaints or concerns are brought forth.

Monitors and advises managers and supervisors in the progressive discipline system of the school. Monitors the implementation of a performance improvement process with non-performing employees.

Assist in the administration and coordination of employee leaves of absence, including FMLA, ADA, and other leave programs in compliance with federal and state laws, as well as company policies.

Prepares unemployment claim responses, compiles supporting documentation, and attends hearings with management before the Colorado Department of Labor and Employment (CDLE), ensuring compliance with state laws and internal policy.

Keeps the Senior HRM informed of significant problems that jeopardize the achievement of school goals, and those that are not being addressed adequately at the management level.
Employee Engagement & Culture

Conduct exit interviews to gather feedback, identify trends, and provide insights to improve employee retention and organizational culture.

Assist in the management of employee communication and feedback through such avenues as suggestion programs, employee satisfaction surveys, newsletters, employee focus groups, one-on-one meetings, and Intranet use.

Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
Training, Development & Performance Management

Participate in organizational strategic planning and provide leadership for Performance Management and Quality Improvement policy development.

Research and assist in the development of Performance Management training programs that focus on enabling the workforce to achieve improvements with priority organizational concerns.

Conduct presentations and training for leaders focused on policies, employment laws, and effective leadership practices to ensure compliance and promote a positive workplace culture.

Assists the Senior HRM in the management of our school-wide process of organization development that addresses issues such as succession planning, key employee retention, and change management.
HR Strategy, Data & Operations

Partners with Regional Team Leadership, providing HR guidance as appropriate while providing the best-in-class customer services to all you encounter.

Develops, analyzes trends and metrics in partnership with the Regional and HR Team to develop solutions, programs, and policies.

Utilizes Human Resources Information Software (Paycom) to the school's recordkeeping and management advantage.

Minimum Required Knowledge, Skills and Abilities:

Must reside in Colorado

Must possess a valid driver's license
Education:
- Bachelor’s degree in human resources or equivalent experience in Human Resources, preferred.
PHR or SPHR certification preferred.
Experience:
- 6 years of broad HR experience including at least 3 years focused on employee relations, workplace investigations, or compliance.

Prior experience in education or multi-site organization preferred.
Knowledge and Skills
- Strong knowledge of federal and Colorado employment laws, including EEO, ADA, FLSA, FMLA and related regulations.

Demonstrated experience conducting complex and sensitive workplace investigations (e.g., harassment, discrimination, retaliation, policy violations).

Proven ability to analyze evidence, apply legal and policy frameworks, and prepare detailed investigative reports.

Skilled in conflict resolution, mediation, and performance coaching to promote fair and consistent outcomes.

Ability to build trust and credibility with employees and leadership through confidential, objective, and balanced communication.
