The Kentucky Department of Housing, Buildings and Construction is seeking a Human Resource Specialist Senior to join our team. This position provides professional support to the Human Resource Liaison.

Key Responsibilities:
  • Interprets laws, regulations, policies, and procedures related to human resources and personnel administration.
  • Prepares and processes personnel forms.
  • Drafts written correspondence to staff.
  • Responds to inquiries related to personnel, benefits, and time reporting.
  • Performs time audits.
  • Maintains electronic files and logs for management.
  • Prepares training presentations, documentation, and resources.
Preferred Knowledge/Skills/Abilities:
  • Knowledge of KRS 18A and 101 KAR
  • Decision-making and problem-solving abilities.
  • Proficient computer knowledge.
  • Strong work ethic.
  • High level of customer service skills.
  • Ability to multi-task.
  • Ability to problem solve.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.


EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in human resource administration.


Substitute EDUCATION for EXPERIENCE: NONE


Substitute EXPERIENCE for EDUCATION: Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis.

Working Conditions
Incumbents working in this job title perform duties in an office setting. Occasional travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
