Do you have experience with solving employment liability issues and advising leadership on HR Solutions? The Utah Division of Human Resource Management (DHRM)is seeking a Human Resource Agency Partner to deliver high quality HR services. This position will support the Department of Workforces Services (DWS), Department of Financial Institutions (DFI), and Public Service Commission (PSC). As a member of this HR Field team, you will serve as a consultant and strategic advisor to the agency management teams you support, providing comprehensive HR solutions aligned with agency missions, strategic plans, and objectives, including application of FMLA, ADA, corrective/disciplinary action, and workplace investigations.

Starting rate for the Human Resource Agency Partner is $29.70.


All candidates selected to fill vacancies at the Division of Human Resource Management (DHRM) may be reassigned to other work locations within Salt Lake or Utah counties at any time based on business need.

Preference may be given to current DHRM employees.

Responsibilities

Primary Duties
  • Business Acumen: Partners with agency leaders to translate agency goals into actionable HR strategies.

  • Strategic Thinking: Conducts workforce analysis and develops long-term human capital plans.
  • Consultative Skills: Provides guidance and coaching to managers on performance management, employee relations, and talent development.
  • Relationship Management: Collaborates effectively with HR colleagues and other departments to deliver seamless HR services.
  • Communication Skills: Presents HR initiatives to agency leaders and facilitates communication between employees and management.
  • Employee Relations Expertise: Provides guidance on employee relations issues, conducts thorough and impartial investigations, manages ADA accommodations, and administers FMLA leave. Consults,advises, and assists management on employee discipline, recommends appropriate disciplinary actions, and ensures compliance with policies and procedures. Executes job duties in compliance with applicable laws. Effectively demonstrates and advises management encouraging the consistent application of policies and procedures.
  • Performance Management: Provides guidance and coaching to managers on performance management, including setting performance expectations, providing feedback, and conducting performance reviews. Consults and advises management on the development and implementation of performance improvement plans, including identifying performance gaps, setting measurable goals, and providing ongoing support and monitoring.
  • Compliance & Risk Management: Executes job duties in compliance with applicable laws. Provides insight and advice on how to ensure compliance with all applicable federal and state employment laws and regulations, including ADA, FMLA, FLSA, and EEO. Maintains up-to-date knowledge of changes in employment law and best practices.
  • Talent Management Expertise: Supports talent development initiatives, including succession planning and leadership development programs.
  • Change Management Expertise:Provides guidance and support to agencies during periods of change.
  • Data Analysis & Interpretation: Works with HR partners to provide agencies with HR metrics and dashboards to track progress and demonstrate value. Generates standard HR reports, analyzes HR metrics, and identifies areas for improvement.
  • Training and Development: Identifies training needs, creates engaging training materials, delivers training and evaluates the effectiveness of training programs.
  • Critical Thinking: Objectively assesses information and makes sound judgments in complex or ambiguous situations. Anticipates potential problems and develops contingency plans.

Qualifications

Required Qualifications
  • An equivalent combination of education and experience may be considered.
  • Proven experience in Human Resources (e.g. employee relations, training & development).
  • Strong understanding of applicable federal and state employment laws (e.g., FMLA, ADA, Title VII).
  • Excellent customer service and interpersonal skills.
  • Strong written and verbal communication skills.
  • Ability to manage multiple tasks and prioritize effectively in a fast-paced environment.
  • Strong organizational and attention to detail skills.
  • Ability to analyze data and draw meaningful conclusions.
  • Proven ability to influence and build relationships with stakeholders.
  • Strong teamwork and collaboration skills.

Preferred Qualifications
  • Bachelor's Degree in Human Resources, Business Administration, related field or work related experience.
  • DHRM Preference may be given.
