We are seeking a highly organized and analytical professional to lead and coordinate projects within the Specialized Transaction Section related to employee benefits programs and personnel transactions. This role is responsible for managing complex program activities, ensuring compliance with applicable laws and regulations, supporting benefits administration processes, and providing guidance on personnel-related matters. The ideal candidate will possess strong project management, research, and communication skills, with the ability to work independently and collaborate effectively with stakeholders at all levels.
Key Responsibilities

Lead and coordinate projects related to employee benefits programs and personnel transactions, including dependent reverification, Affordable Care Act (ACA) compliance, employee benefit entitlements, retirement programs, and employee increase verifications.

Analyze and evaluate policies, procedures, and business processes to identify issues and recommend improvements.

Develop, maintain, and update desk procedures, job aids, and reference materials to support operational consistency and compliance.

Research and interpret laws, regulations, policies, and guidance from control agencies and other authoritative sources.

Plan, assign, monitor, and track project activities to ensure timely and accurate completion of deliverables.

Prepare, review, and validate reports, correspondence, and informational materials related to program operations.

Communicate complex information clearly and effectively, both verbally and in writing, to employees, management, and external agencies.

Collaborate with supervisors and management to ensure responses and recommendations are accurate, complete, and well-supported.
Desired Qualifications

Knowledge of general office equipment and proficiency in Microsoft Office Suite, SharePoint, Teams, FileMaker Pro, State Controller’s Office systems, and CalPERS.

Experience researching and interpreting laws, rules, policies, and procedures related to human resources and employee benefits programs.

Strong analytical and problem-solving skills, with the ability to evaluate data, identify issues, and develop sound recommendations.

Experience coordinating complex projects, managing multiple priorities, and meeting established deadlines.

Excellent written and verbal communication skills, with the ability to effectively interact with staff, management, and control agencies.

Experience with Affordable Care Act (ACA) compliance reporting and employee benefits administration processes.
