Initial placement for new employees is customarily at entry level through 35% percentile. Pay grade for this position is 20.General Definition of Work: Performs a blend of intermediate administrative and professional work implementing and participating in a variety of activities in the County Human Resources Department serving our Consolidated Human Services Agency. Work is performed under the regular supervision of the HR Employee Relations and Development Manager.
EXAMPLE OF DUTIES
Essential Functions/Typical Tasks: Applies technical and professional expertise on Human Resources administrative processes supporting the needs of the Consolidated Human Services Agency (CHSA); supports needs of employees and general public; prepares and analyzes detailed reports, spreadsheets, etc.; makes recommendations for efficiencies, actions, and legal compliance; communicates personnel policies and procedures accurately; acts as a point of contact for employee questions;; performs various audits; assist with preboarding and onboarding new staff.(These are intended only as illustrations of the various types of work performed. Serves as a resource to employees and the public by providing guidance on Human Resources programs, processes, policies, and procedures via phone, email, and in person; addresses routine inquiries and concerns; conducts research to ensure accurate and compliant responses; and interprets and applies Human Resources policies to support consistent decision-making. Generates monthly reports on active positions; monitors and tracks employment changes, including new hires, separations, position updates, and performance evaluation due dates.When reviewing position changes, audits HRIS systems and submits help ticketsAssists with TCP functions, including pay period closeout, responding to timekeeping questions, and completing timekeeping audits and reporting.Monitors CHSA new hires and hiring managers in pre-employment processes including preparation of materials and communication of timely information regarding hiring process and new employee orientation.Initiates and monitors pre-board including pre-employment background checks including, but not limited to: Criminal background, driver’s record, drug screening, SBI fingerprinting, etc. Functions as a backup as needed.Assists in coordinating interviews and ensures interview documentation is collected and maintained in accordance with record retention guidelines.May participate in the recruitment and selection process, including assisting with and participating in candidate interviews as needed.Assists with new hire orientation process; prepares forms and workflow; ensures documents are signed and completed as appropriate.Supports completion of I-9 forms, serves as a backup. Enters I-9 information in federal E-Verify system; files I-9 forms and maintains I-9 files as needed.Supports maintenance of confidential personnel files; scans employee information in personnel or medical files; audits scanned personnel information. Functions as a backup as needed.Completes employment verifications and e-reference checks.Supports bilingual testing and maintains records for CHSA as able.Ensures that all performance reviews are turned in on time; informs departments of any late performance reviews.Acts as a point of contact for employee questions regarding Personnel Ordinance, FMLA, & other policies and procedures pertaining to specific employee issues and/or questions. Coordinates with appropriate partners.Assists with Human Resources events and functions, including employee appreciation, and service awards.Distributes departmental mail and faxes; responds or routes to other HR staff and departments as appropriate.Prepares various correspondence, reports, forms, brochures, flyers, and other written materials.Develops, maintains, and distributes HR reports in response to operational and leadership needs.Seeks professional development through trainings, meetings and other opportunities to serve the HR profession.Performs special projects and related tasks as required. Knowledge, Skills and Abilities: Thorough knowledge of modern personnel and management principles, practices, and techniques; County policies, procedures, and regulations; federal and state employment laws; General Knowledge of position classification, pay policies, and employee relations. Working knowledge of office equipment and computers and applicable software applications. General knowledge of the organization and functions of County government. Ability to understand and administer personnel regulations, policies, and procedures; research, compile, evaluate, and analyze financial, technical, and other data; prepare and maintain accurate records and reports; communicate effectively orally and in writing; maintain confidentiality; and attend work regularly.
