Human Resources and Operations Manager

Cass Human Service Zone is Hiring a Human Resources and Operations Manager in Fargo, North Dakota

Cass Human Service Zone is seeking a strategic and collaborative Human Resources and Operations Manager to join the administration & leadership team. Cass Human Service Zone partners with the Department of Health and Human Services and Cass County to deliver state-driven human services programs to our community.

The HR & Operations Manager oversees all human resource responsibilities and manages operation processes and procedures for Cass Human Service Zone. This position works closely with the Zone Director, providing support and assistance to execute Zone wide initiatives and exceptional delivery of human services. This position is as a representative in the interests of the Zone in collaborations with State, County and community partners. This position leads the Administration team in collaboration with the Zone Director, including direct supervision of Administration Team Members. This position services as backup for supervision and Zone representation in the absence of, and as delegated by, the Zone Director.

Human Resources and Operations Manager duties include but are not limited to:

  • Overseeing recruiting, onboarding, and retention activities across the agency
  • Provide guidance on, draft, and assist with delivering performance development and progressive discipline
  • Develop and maintain current and effective SOPs, process documents, and training programs
  • Monitor departments to ensure effective utilization of FTEs and inform workforce planning decisions
  • Develop, recommend, and execute strategic plans to ensure exceptional delivery of program services
  • Participate in fiscal activities including payroll, budget oversight, and monthly expenditure tracking
  • Manage Zone records and record-keeping procedures, including open-record requests in accordance with applicable law
  • Ensure compliance with State, Federal, local, and unified laws and policies, including the State Merit system
  • Provide expertise and direction on FMLA and ADA processes
  • Coordinate communication and operational processes related to IT, facilities, and office equipment

You will have strong listening and communication skills, advanced leadership aptitude, and are confident in navigating sensitive information and complex personnel situations.

To be considered for this position, you must have a bachelor's degree in a business, management, human resources or human services related field as well as demonstrated leadership experience, including direct supervision and leading multi-disciplinary teams.

Preferred qualifications:

  • SHRM-(S)CP or (S)PHR certification preferred
  • Demonstrated ability to handle difficult situations with composure
  • Advanced ability to devise solutions to administrative or operational problems
  • Experience working in complex work environment
  • Experience working in State Merit system, human service, or government institutions preferred
  • Advanced ability to analyze, interpret and meaningfully organize existing data and research
