The Iowa Department of Transportation (DOT) is seeking a servant leader who has integrity, is customer oriented, values safety, and is ready to put people first.
This position will join the Iowa Department of Transportation’s Leadership Team serving as the Director of the Human Resources Bureau. In this position you will foster growth and support for your reporting team through the DOT’s five CORE values: Safety First, Integrity Without Exception, Customer Focused, Servant Leadership, and People Matter.
As a leader of people, you will be responsible for empowering your staff to grow in their professional career and will be tasked with fostering an engaged environment that values diversity and inclusion. Your team will be your first and most important priority! It will be your responsibility to look out for your employees, so they feel valued, respected, and understand their role in delivering the Iowa DOT’s Core Focus of “Making Lives Better Through Transportation.”
You will be responsible for support of the department’s business plan by leading the setting of quarterly and annual goals for your team. Additionally, you will have the opportunity to define the job duties of your employees, determine how to measure team success, hire new team members, guide and counsel them in the performance of their job, and provide them with annual feedback on their performance.
The bureau director will provide direct guidance and direction to staff in the Human Resources Bureau. Work with employees to establish goals and objectives for each employee based on the vision and mission of the department. Provide direction to subordinate supervisor and lead workers. Establish goals and objectives for work units within the bureau and follow up to see that their goals are met. Establish effective communication with all work units and employees in the bureau. Provide coaching and counseling to employees and work units as required to meet their professional and personal goals. Evaluate the performance of employees and conduct performance reviews at least annually for each employee directly supervised. Ensure performance reviews are conducted at least annually for other bureau employees. Plan and conduct regular staff meetings
Also, you will be tasked with the responsibility of managing the following functions in support of the DOT’s Mission.
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to six and one-half years of full-time management-level work in finance, human resources, engineering, law, data processing, or program research or evaluation.
2) Ten and one-half years of full-time management-level work experience in finance, human resources, engineering, law, data processing, or program research or evaluation.
3) All of the following (a and b): a. Six and one-half years of full-time management-level work experience in finance, human resources, engineering, law, data processing, or program research or evaluation; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c): a. Four and one-half years of full-time management-level work experience in finance, human resources, engineering, law, regulation, data processing, or program research or evaluation; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. 5) Current, continuous experience in the state executive branch that includes two years of full-time work as a Public Service Manager 1.
