OCTA is seeking an experienced Human Resources professional to serve as a strategic partner to assigned business units. This position acts as the primary point of contact for a broad range of human resources activities, providing consultation, guidance, and solutions that align people strategies with organizational goals. The selected candidate may be hired at the Human Resources Business Partner or Human Resources Business Partner, Senior level based on qualifications and experience.

Under general supervision (HR Business Partner) or general direction (HR Business Partner, Senior), this role partners closely with leaders and managers to address workforce challenges, implement HR initiatives, and support a high-performing, engaged workforce. The Senior level is responsible for the most complex assignments, projects, and organizational initiatives and operates with greater autonomy and strategic influence.

This is an exempt position in salary grade 195 (Human Resources Business Partner): Min – $91,852.80 | Mid – $109,137.60 | Max – $126,401.60/year or in salary grade 205 (Human Resources Business Partner, Senior): Min – $101,275.20 | Mid – $120,307.20| Max – $139,339.20/year. The starting salary and classification level will be based on qualifications and experience.

What You’ll Do

  • Serve as a trusted advisor and strategic consultant to managers and leadership teams on human resources matters
  • Partner with business units to identify workforce needs and develop people-focused solutions that support organizational objectives
  • Lead and implement HR initiatives related to recruitment, employee relations, performance management, compensation, classification, benefits, and organizational development
  • Manage HR projects from planning through implementation, including process improvements, policy updates, and system enhancements
  • Counsel employees and managers regarding workplace concerns, performance issues, and disciplinary matters
  • Conduct and support investigations involving employee complaints, discrimination concerns, harassment allegations, and other workplace issues
  • Facilitate the interactive process and review requests for reasonable accommodation
  • Develop and deliver HR-related training programs and presentations
  • Analyze HR metrics, workforce trends, and best practices to improve effectiveness and support data-driven decision-making
  • Collaborate across the organization to drive change management initiatives and enhance employee engagement
  • Serve as the voice of the customer within Human Resources to ensure solutions remain business-focused and customer-centric

  • Strong knowledge of human resources principles, employment law, employee relations, and organizational development
  • Ability to build trusted relationships and influence stakeholders at all levels of the organization
  • Experience managing HR projects and supporting organizational change initiatives
  • Strong analytical, problem-solving, and conflict-resolution skills
  • Excellent communication, presentation, and facilitation abilities
  • Ability to balance strategic thinking with hands-on execution in a fast-paced environment

Human Resources Business Partner – Minimum Qualifications

  • Bachelor’s degree in Business Administration, Human Resources, or a related field or an equivalent combination of education and experience
  • Minimum three (3) years of Human Resources experience, including experience and/or knowledge as an HR Business Partner
  • Experience with Workday software preferred

Human Resources Business Partner, Senior – Minimum Qualifications

  • Bachelor’s degree in Business Administration, Human Resources, or a related field or an equivalent combination of education and experience
  • Minimum five (5) years of Human Resources experience, including experience and/or knowledge as an HR Business Partner
  • Supervisory or managerial experience preferred
  • Experience with Workday software preferred

Senior-Level Candidates Should Demonstrate

  • Experience leading complex HR initiatives and organizational change efforts
  • Advanced employee relations and workplace investigation expertise
  • Ability to advise senior leaders on workforce strategy and organizational effectiveness
  • Strong project leadership skills and the ability to operate independently on high-impact assignments
