Human Resources Consultant

Overview:
Provides general, organization-wide support for Human Resources functions, plan administration and initiative implementation within designated Center of Expertise (COE) or HR Operations. Maintains knowledge of all HR areas and activities, while specializing in knowledge of one or two specific HR functions. Communicates with a diverse population of management, employees and external customers and vendors. Has access to highly sensitive, confidential information. Expected to work under minimal management supervision. Will lead projects or significant bodies of work. Uses discretion and/or good judgment on more complex subjects.
Responsibilities:
  • Applies working knowledge of labor laws to ensure compliance with DCH policy, local, state, federal and accreditation guidelines. Designated as point of contact for employee relations matters. Supports leaders with performance management and employee engagement strategies including: coaching, engagement reviews, exit interview, work improvement, disciplinary action, restructuring, workflow changes, and communications.
  • Participates in HR policy, handbook and intranet content management. Identifies opportunities in HR policy for improvement and makes recommendations.
  • Maintains comprehensive documentation on employee relations activity. Responds to request on unemployment claims, subpoenas and discovery.
  • Obtains, develops and applies specialized knowledge in designated areas of focus, and maintains a thorough working knowledge of other HR areas and large initiatives.
  • Provides expertise to presentations, discussions, projects and initiatives. Facilitates a portion of new employee orientation day. Develops HR content and facilities classes for individual performers and leader audiences.
  • Participates on multi-disciplinary HR project teams. May lead, co-lead, or support projects that impact specific position(s), specific department(s), or the entire system. Monitors content and timelines; works to ensure deadlines and needs are met using collaborative practices.
  • Develops programs and produces products and services that are tailored to the specific needs of the situation, using expertise to align with overall organizational goals and objectives. Continuously focuses on process improvement and proactively presenting solutions. Serves as primary contact for some vendors. Uses available data to proactively determine trends that may result in planning for additional education or other opportunities. Reports regularly on outcomes.
  • Participates in consulting processes during interactions with employees and managers. Continually anticipates needs and uses the consulting process to develop collaborative solutions, evaluate outcomes and take corrective actions, if necessary.
  • Develops, maintains and nurtures working relationships within HR, with colleagues and external customers/vendors. Generates alliances that promote effective relationships and outcomes.
  • Manages business partner expectations by communicating project status and issues; resolving concerns; analyzing time and cost issues; preparing reports.

  • Must adhere to all DCH Health System policies and procedures.

Qualifications:
  • Bachelor’s degree in Human Resources, Business Administration, or related field required within 2 years of hire.
  • A minimum of three (3) years of general HR or related professional, business experience which includes at least one (1) year of employee relations experience required.
  • Must possess working knowledge of labor laws, including EEOC, ADAA, FMLA and FLSA.
  • Must have a solid working knowledge in Microsoft Word, PowerPoint, Excel and Outlook applications.
  • Must demonstrate excellent customer service and written and verbal communication skills, including presentation skills. Demonstrated analytical, critical thinking and interpersonal skills.
  • General human resources process knowledge required.
  • Must demonstrate respect for diversity and be able to maintain confidentiality when responding to inquiries.
  • Must work well in a team environment.
  • Must be able to manage multiple projects and/or tasks.
  • HR information system knowledge and experience preferred.
  • Demonstrated resourcefulness and ability to work on multiple tasks/projects while meeting deadlines and being flexible in an environment of changing priorities.
  • Must be able to read, write legibly, speak, and comprehend English.
  • HR Certification (PHR or SHRM-CP) preferred.


WORKING CONDITIONS:


WORK CONTEXT
Requires frequent face-to-face and telephone contact with others at all organizational levels, internal and external applicants and other customers. Work is fast-paced with multiple overlapping deadlines, as well as frequent interactions with HR peers on issue resolution, initiatives and projects. Deals with external customers and may require dealing with conflict and/or an angry person. Work requires dealing with conflict situations. Requires constant use of email. Must be able to coordinate and lead others. Works as part of a team. Requires individual outcomes as well as team-based outcomes.

Work is primarily performed in a clean, indoor and temperature-controlled environment with no unusual physical effort. May require performing tasks in moderately close proximity to others. May work at various sites and buildings. Must have own transportation; occasional travel to/from other work locations may be required.

This position will involve public speaking, analyzing data and information, having the ability to work independently or in a team environment, preparing written letters and memos, critical thinking and using good judgment in decision making. Cognitive abilities required include deductive reasoning, information ordering, oral comprehension, oral expression, problem sensitivity, written comprehension, and written expression.

PHYSICAL FACTORS
Primarily sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Involves sitting the majority of the time. Walking and standing are required occasionally throughout the work day. Manual and finger dexterity required. May require the ability to stoop, kneel and/or crouch on occasion. Physical presence onsite is essential. Local and/or long-distance travel may be required. Hearing and vision must be normal or corrected to within normal range. Able to perform the duties with or without reasonable accommodation.
