Position Summary: Responsible for serving as the first point of contact in the HR office, assisting with recruitment, onboarding, employee relations, and HR administrative functions. This position processes recruitment, selections, promotions, transfers, Personnel Action Forms, background checks, and assists in electronic records maintenance. Establishes relationships with various resources that support higher education, training, and employee assistance. Works closely with the HR Director to develop, implement, and evaluate HR policies, programs, and activities.
Essential Functions:
- Serve as the receptionist for the HR office, greeting all visitors in a professional and friendly manner.
- Answer incoming calls and direct inquiries to appropriate HR staff.
- Prepare notices of available positions, post jobs online and internally, and confirm postings.
- Track applicants, collect resumes, and maintain an accurate applicant database.
- Coordinate with publications/advertisements for open positions.
- Support the onboarding process by collecting new hire paperwork and ensuring pre-employment requirements are completed.
- Administer recruitment, selection, promotions, transfers, and employee relations in accordance with organizational objectives and quality management principles.
- Coordinate filing of HR documents, both electronic and paper records.
- Manage the interview scheduling process and communicate with applicants.
- Follow up on inquiries or complaints.
- Establish relationships with external resources and educational or training organizations.
- Mediate employee-supervisor concerns as appropriate.
- Assist with performance evaluation processes.
- Enter new hires and employee changes into the payroll system.
- Perform other duties as assigned by the HR Director.
Human Resources Generalist Job Duties:
- Answer phones and greet clients professionally.
- Assist HR staff with day-to-day tasks and special projects.
- Responsible for recruitment, selection, promotions, and transfers.
- Support employee referral and retention initiatives.
- Perform data entry and maintain accurate HR records.
- Organize, scan, and file HR-related documents.
- Any other duties assigned by the HR Director.

Matrix of INDIRECT Reporting: St. Croix Tribal Council
Scope and Complexity: Interacts with all levels of management and employees; often trusted with maintaining confidentiality and relaying highly sensitive messages, and appropriate application of business operations and practices.
Physical Demands/Environment Factors (OE-Typical Office Environment for an office employee):
- Requires extensive sitting with periodic standing and walking.
- Requires significant use of personal computer, phone and general office equipment.
- Need ability to communicate effectively through reading, writing, and speaking in person or on the telephone.
- Must be able to complete tasks in a noisy environment.
- Must be able to adhere to process protocols.
- Must be able to apply established processes in a timely and efficient manner.
- May require off-site travel.
Minimum Qualifications
- Associate’s degree in a related field, or High School diploma with four years of relevant experience.
- Ability to assess customer and business needs and develop plans of action.
- Strong problem-solving skills with proactive approach to challenges.
- Intermediate computer skills; able to retrieve and manage information efficiently.
- Skilled in conflict resolution, team building, and interpersonal communication.
- Detail-oriented with strong organizational skills.
- Demonstrated ability to work collaboratively with employees at all levels.
- Effective verbal and written communication skills.
- Commitment to timeliness and quality service delivery.
- Demonstrated ability to maintain professionalism and composure in challenging or sensitive situations
Preferred Qualifications:
- Bachelor’s Degree in a related field with relevant experience.
- Experience working in Human Resources within a Tribal Government or similar organizational environment is highly preferred.
Native American Preference Given in Accordance with P.L. 93-638 and Amendments.
