Position Summary

The Human Resources Generalist serves as a key operational partner within the Human Resources function, acting as a strategic liaison between employees, department leadership, operations teams, and Human Resources Management. This role is responsible for supporting a broad range of HR functions, with specialized ownership of the full H-2B workforce program lifecycle, including workforce planning support, onboarding coordination, employee relations, compliance tracking, documentation management, housing/logistics coordination, and offboarding administration.

This position plays a critical role in ensuring operational continuity by maintaining compliant, efficient, and employee-centered HR processes across multiple business units. The ideal candidate is highly organized, solutions-oriented, culturally aware, and capable of balancing employee advocacy with business objectives in a fast-paced federal contracting environment.

Essential Duties & Responsibilities

General Human Resources Operations

  • Serve as the primary HR liaison between Human Resources Management, department leaders, supervisors, and employees to ensure consistent communication, policy application, and operational alignment.
  • Support daily HR operations across the employee lifecycle, including onboarding, employee documentation, compliance tracking, performance support, employee relations, and offboarding.
  • Maintain accurate and confidential employee records, ensuring compliance with company standards, legal requirements, and audit readiness.
  • Assist with interpretation and consistent application of company policies, procedures, employee handbook standards, and employment practices.
  • Partner with managers to address employee relations concerns, workplace conflict resolution, attendance issues, corrective action administration, and performance management support.
  • Assist Human Resources Management in compensation administration activities, including job classification reviews, salary recommendations, promotions, and organizational workforce planning support.
  • Support performance evaluation cycles by coordinating timelines, documentation, manager follow-up, and employee acknowledgment processes.
  • Assist in the development and implementation of employee engagement, recognition, retention, and workplace culture initiatives.
  • Conduct periodic HR compliance audits, including personnel files, onboarding documentation, required certifications, employment authorizations, and policy acknowledgments.
  • Prepare reports, metrics, and workforce data to support strategic HR decision-making.

Recruitment & Talent Acquisition

  • Manage full-cycle recruitment activities for assigned positions, including requisition coordination, job postings, sourcing, screening, interview scheduling, candidate communication, offer coordination, and onboarding preparation.
  • Partner with hiring managers to identify staffing needs, workforce gaps, and future talent planning requirements.
  • Ensure timely and compliant completion of pre-employment requirements, including background checks, drug screenings, onboarding documentation, and new hire processing.
  • Coordinate onboarding logistics, orientation scheduling, system access requests, equipment coordination, and new hire integration activities.

H-2 Workforce Program Administration

  • Serve as the designated HR operational lead for the H-2 workforce program lifecycle, ensuring seamless coordination from pre-arrival planning through employee separation or repatriation.
  • Coordinate H-2 employee onboarding logistics, including transportation coordination, housing readiness, arrival scheduling, orientation support, and required employment documentation.
  • Partner with operations, payroll, housing coordinators, transportation teams, and leadership to ensure successful deployment and workforce readiness.
  • Maintain accurate tracking of H-2 employee rosters, assignment status, contract dates, expiration timelines, transportation schedules, housing assignments, and repatriation requirements.
  • Monitor compliance with applicable visa program requirements, employment obligations, documentation standards, and internal operational processes.
  • Serve as a point of contact for employee concerns, adjustment support, conduct issues, attendance concerns, and workplace communication related to H-2 employees.
  • Coordinate employee separations, program transitions, repatriation logistics, final documentation, and internal closeout processes.
  • Escalate compliance risks, employee concerns, operational disruptions, or documentation issues to Human Resources Management promptly.

Compliance & Systems Administration

  • Manage employee access and credentialing processes, including Defense Biometric Identification System (DBIDS) administration, badge access coordination, and compliance spot checks.
  • Ensure compliance with applicable Guam labor laws, federal employment regulations, wage and hour requirements, and internal policy standards.
  • Support audit preparation and document management for internal reviews, client audits, and regulatory compliance requirements.
  • Maintain HRIS data integrity and support employee data management within company systems.

Required Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or related field required.
  • Minimum 5 years of progressive Human Resources experience in HR Generalist, HR Business Partner, or comparable HR operations roles.
  • Demonstrated experience in employee relations, recruitment, onboarding, performance management, policy administration, and HR compliance.
  • Strong working knowledge of Guam employment laws, federal labor regulations, and HR best practices.
  • Experience managing sensitive employee matters with sound judgment, professionalism, and discretion.
  • Exceptional organizational skills with the ability to manage multiple priorities, deadlines, and operational demands simultaneously.
  • Strong interpersonal and communication skills with the ability to effectively engage employees at all organizational levels.
  • High level of integrity, confidentiality, and professional maturity.
  • Strong analytical and problem-solving skills.
  • Proficiency in Microsoft Office Suite and HR systems.

Preferred Qualifications

  • Prior experience supporting H-2A, H-2B, H-1B, or other workforce visa programs strongly preferred.
  • Experience in federal contracting, construction, facilities management, landscaping, or operational workforce environments preferred.
  • ADP Workforce Now or comparable HRIS experience preferred.
  • SHRM-CP, PHR, or similar HR certification preferred.
  • Experience supporting geographically dispersed or multi-site workforces preferred.
  • Fluent in Tagalog

Work Environment

This position operates primarily in a professional office environment but requires regular interaction with operational worksites, housing locations, onboarding sites, and external agencies. The role routinely uses standard office equipment including computers, phones, printers, scanners, and HRIS systems.

Physical Demands

The physical demands described here are representative of those necessary to successfully perform the essential functions of this role.

While performing the duties of this position, the employee is regularly required to communicate effectively, remain stationary for extended periods, operate office equipment, and move throughout office and field environments. Occasional travel to off-site operational locations, employee housing, onboarding facilities, government offices, and worksites is required.
