Reports To: Deputy Director – Human Resources
Position Summary:
The Human Resources Generalist is responsible for the day-to-day administration of human resources operations, including recruitment support, onboarding, records management, and employee communications. This position plays a critical role in ensuring accurate processing of HR documentation, maintaining compliance, and supporting employee engagement initiatives. The role requires strong attention to detail, sound judgment, confidentiality, and the ability to communicate effectively with diverse stakeholders.
Essential Duties and Responsibilities:
· Assemble and maintain new hire files (electronic and hard copy), including new hire checklists, pre-employment physical results, and background checks.
· Follow-up with new hires to ensure all required documentation is complete and accurate.
· Create and manage new hire timesheets for initial pay periods.
· Conduct reference checks (minimum of two) and document results in employee files.
· Submit background check requests and coordinate pre-employment physicals.
· Prepare and assemble new hire packets for full-time and part-time employees.
· Create onboarding materials, including manuals, temporary name badges, and employee welcome items.
· Track and maintain records of State Library certification requirements for MLIS ensuring compliance and timely renewals.
· Schedule, coordinate, and participate in candidate interviews including preparing materials and communicating with hiring managers and applicants.
· Conduct branch visits to check in with staff, provide HR support, and gather feedback on workplace needs or concerns.
· Assist with New Employee Orientation (NEO), including greeting new hires, facilitating paperwork completion, notarizing documents, and supporting training activities.
· Monitor and manage the HR inbox, responding to inquiries and routing communications appropriately.
· Post and remove job announcements across multiple platforms, including the organization’s website and external job boards.
· Scan, maintain, and file employee records in compliance with retention standards.
· Audit new hire and termination files to ensure accuracy and completeness.
· Assist with planning for Staff Day and other employee engagement activities.
· Assist with the Summer Youth Worker (SYW) Program, including onboarding and orientation.
· Track probationary and annual employee evaluations and maintain accurate records.
· Compile and distribute monthly HR metrics reports, including hiring, retention, and workforce data.
· Assist with planning, coordinating, and supporting Employee Staff Day and other employee engagement programs.
· Provide backup support for Benefits Specialist responsibilities as needed
· Other duties as assigned.
Knowledge, Skills, and Abilities:
· Strong organizational skills with the ability to manage multiple priorities and meet deadlines.
· Ability to exercise sound professional judgment and maintain a high level of accuracy.
· Excellent written and verbal communication skills.
· Ability to establish and maintain effective working relationships with employees, retirees, supervisors, and external agencies.
Qualifications and Requirements
· Bachelor’s degree in human resources, Business Administration, or a related field.
· Minimum of two (2) years of experience in Human Resources
· Must be able to obtain and maintain a valid South Carolina Notary Public commission within a specified period
· Must be proficient in Microsoft Office suite and CANVA with the ability to learn and use new methods and emerging technical advances.
· Must possess excellent customer service skills, ability to get along well with others, communicate effectively with the public and library staff and demonstrate a strong work ethic.

$50,440.00 - $56,804.80 annually commensurate with education and experience.
