Human Resources Generalist - Board of Education

Under the general direction of the Executive Director of Human Resources and Talent Management, the Human Resources Generalist provides a variety of professional level work in assigned area of responsibility including recruitment and selection, orientation and onboarding, staffing and employment, leave management and workers’ compensation, training and development, HRIS and payroll, employee relations, compliance, and special projects as directed; Ensures excellent HR service to all levels of employees. Performs other related duties as required or assigned. Supervision Received: Executive Director of Human Resources and Talent Management or designee.Supervision Exercised: Supervises designated staff.

EXAMPLE OF DUTIES
Performs professional-level work in the following areas: recruitment and selection, orientation and onboarding, staffing and employment, leave management and workers’ compensation, training and development, HRIS and payroll, employee relations, and compliance.Coordinates and monitors the recruitment and selection program including developing job postings, advertising, inputting, tracking and screening applications for minimum qualifications and scheduling of interviews; schedules and monitors screening and interview committees; instructions committees and interview panels on policies and procedures to ensure EEO compliance. Extends offers of employment; conducts reference checks; determines appropriate salary placement and notifies candidates of status.Oversees new employee onboarding and orientation sessions including completing new hire paperwork and other pre-employment requirements.Conducts and participates in compensation studies and surveys; analyzes data and makes recommendations.Evaluates applications, transcripts and certifications to verify new employees meet minimum requirements.Ensures compliance with CSDE certification regulations and reporting, CTRB Post-Retirement Re-employment.Assist in the administration of leave management and in the coordination of workers compensation claims, policies and procedures and return to work programs.Participates in the planning and implementation of training and development programs.Responsible for the administration of all mandatory and non-mandatory training for the District.Assists in the interactive processes to determine if accommodation is needed based on ADA; coordinates accommodations.Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.Interpret and explain human resources policies, procedures, laws, standards, or regulations.Evaluates human resources policies and procedures; recommends and implements changes to improve efficiency or ensure compliance with guidelines, laws or regulations.Maintain current knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and laws, such as the Americans with Disabilities Act (ADA).Develops and revises job descriptions.Updates and maintains employee information in the HRIS systems.Attends and participates in employee disciplinary meetings, terminations, and investigations.Assists the Law Department in the preparation of CHRO complaint responses.Serves as the point of contact and coordinates substitute employee hiring process, including recruitment, preparing announcements of vacancies, processing applications, analyzing transcripts and references, inputting of data, retention of substitutes, separations, verification of employment, orientation, for the purpose of meeting district staffing requirements while complying with established guidelines, district policies, procedures and relevant laws.Conducts substitute employee training for ensuring employees are knowledgeable of current practices and administrative processes as well as completion of forms.Serves as internal consultant to administrators, supervisors and assigned employee groups on human resources matters.Performs special projects as assigned.

SUPPLEMENTAL INFORMATION
Graduation from an accredited college or university with a Bachelor’s Degree and five (5) years of professional human resources experience, at least two (2) of which shall have involved two or more of the following fields recruitment, compensation and benefits, employee relations, position classification or training and development.NOTE: A Master’s Degree in Human Resources, Public or Business Administration or a related field may substitute for two (2) years of the general experience described above.SPECIAL REQUIREMENT: Within eighteen (18) months of appointment, the employee must obtain, at a minimum, a Professional certification from the Society for Human Resource Management.SCOPE OF EXAMINATION: There will not be a written examination. Qualified applicants will be ranked according to their education, training, and experience. Applicants are required to fully complete the application form and supplementary questions, listing all related degrees, training and work experience.
