POSITION SUMMARY: Support the Human Resources Department in ensuring smooth and efficient human resources operations for all employees within the Head Start/Early Head Start program. This role involves both administrative and strategic responsibilities, helping to plan and administer important functions such as staffing, training and development, and compensation and benefits. The ideal candidate will serve as a critical link between management and employees, fostering a positive and productive work environment while ensuring legal compliance.

QUALIFICATIONS: High school diploma or GED. Minimum of three years of relevant work experience; prior experience in administration or human resources is desirable. Experience with or extensive knowledge of the Head Start program is very helpful. Valid driver license and reliable transportation.

KEY JOB RESPONSIBILITIES:

· Manage the full recruitment cycle for Head Start/Early Head Start, including creating/updating job descriptions, posting openings, screening resumes, conducting interviews, initiating and monitoring background checks, and facilitating a seamless new-hire onboarding process.

· Serve as the primary point of contact for HS/EHS employee inquiries and concerns, providing support to managers on policies, performance reviews, and mediating workplace conflicts.

· Assist with administrative processes for timekeeping and employee benefits programs (health, retirement plans, leaves of absence) as directed; to include open enrollment, new hire enrollment, claims paperwork, timesheets, ensuring compliance with all federal, state, and local employment laws and regulations (e.g.: FMLA, ADA, FLSA), and maintaining accurate and confidential employee records in HRIS/payroll/benefits portals.

· Coordinate performance evaluation cycles, track goal progress, identify training needs, and help develop and implement training and development programs and initiatives.

· Gather, analyze, and report on key HR metrics (e.g.: turnover rates, headcount) to inform leadership decisions and improve HR strategies.
