WHO WE ARE LOOKING FOR

The Department of Health and Human Services (DHHS), Office of Chief Operating Officer, Human Resources Team is recruiting for a Program Manager II that will oversee HR operations in support of DHHS to include position management, budget, ERP, recruiting, on boarding, off boarding, labor distribution changes, FMLA, sick leave donations and MCtime oversight.

What You'll Be Doing



The following duties are the primary duties and responsibilities, but not inclusive of all tasks.

  • Manages Oracle ERP process to ensure that all position and employee data changes are completed and accurate, grant iamMCG access and complete annual ERP validation.
  • Provides guidance and advice to all levels regarding the coordination of departmental position creation, reclassification, reorganization/restructuring with OHR, OMB, HHS/Budget and HHS Service Areas as appropriate.
  • Management of the MCtime process for HHS to include oversight for all employee Oracle transactions regarding timekeeping and leave; MCtime schedules and changes, works with HHS management to ensure that HHS timecards are accurate on a biweekly basis; liaise with OMS for sick leave bank and manages FMLA and LWOP processes.
  • Oracle transactions to include New creations, reclassifications: Upgrades, Downgrades, Same Grade/Title Changes, Grade Changes/Same Title-Oracle Transaction; HR Organization moves, abolishment’s, Work year increases and decreases.
  • Oversee June Box admissions, complete Maintenance Review Questionnaire and make changes to Labor Distribution Change requests.
  • Request for Sick leave donations and liaise with Payroll.
  • Maintenance of Financial Disclosure and Essential Personnel.
  • Personal leave Day updates - annually.
  • Working with Maryland Unemployment, Worker's Compensation, and Occupational Medical Services.
  • Running various Oracle reports such as department assignments, supervisor reports, temporary promotions, etc.

Minimum Qualifications

Experience: Thorough five (5) years professional experience in Human Resources Management, including but not limited to: Position Control, MCtime and experience using Oracle to manage transactions, data and reporting.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

Preferred Criteria, Interview Preferences

  • Experience performing transactions in Oracle
  • Experience with Oracle Reporting in BI Tool; downloading data, creating reports, etc.
  • Experience with MCtime, reviewing, correcting, schedules, reporting, etc.
