Under direct supervision of the County Manager, this position achieves the objectives of the Human
Resources Division by planning, organizing, and overseeing all HR operations and services. The Human
Resources Manager develops and executes strategic plans aligned with the County’s mission, goals,
and objectives. Responsibilities include oversight of recruitment and employment; compensation and
benefits; automated and manual record-keeping systems; management education; training and
development; employee relations; risk management and workplace safety; labor relations; policy
formulation and implementation; and performance development and evaluation programs to ensure
compliance in accordance with established laws, regulations, policies, and procedures. Serves as or
appoints staff liaisons to the Personnel Board. Maintains confidentiality of all privileged information.
Minimum Qualifications:- Bachelor’s Degree from an accredited college or university in Public Administration, Business
Administration, Human Resources or a closely related field.
- Eight (8) years of experience in human resource management with demonstrated expertise across
all major HR functional areas, including: recruitment and selection, compensation and benefits,
employee and labor relations, organizational development and training, performance management,
HR Information Systems (HRIS), policy development and administration, risk management and
workplace safety programs.
- At least Six (6) years of supervisory experience in an HR leadership or management role.

- Professional Human Resource Certification (PHR), Senior Professional Human Resource Certification
(SPHR), SHRM – Certified Professional (CP), or SHRM – Senior Certified Professional (SCP) or
Certified Professional from International Public Management Association for Human Resources
(IPMA-CP).
Preferred Qualifications:- Bachelor’s or Master’s Degree from an accredited college or university in Public or Business
Administration, Human Resources, or related field.
- Public Sector Human Resources experience.
- Certified Compensation Professional (CCP).
- National Labor Relations Academy Certification (NPELRA)
- Associate in Risk Management (ARM) or Certified Risk Manager (CRM)
- Certified Benefits Professional (CBP) or Certified Employee Benefits Specialist (CEBS)
- Demonstrated experience in collective bargaining.
