GENERAL DEFINITION AND CONDITIONS OF WORK

Perform difficult professional work managing the daily operations of the Human Resources Division; answering questions and resolving complex issues related to employee relations, policies, programs, practices, job descriptions and job evaluations, interview programs, support staff, orientation, training, pay surveys, pay structure, pay action, benefit, investigations, employee grievance, counseling, preparing budgets, and legal compliance; does related work as required. Work is performed under the general direction of the Director of Human Resources. Supervision is exercised over subordinate personnel.

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force constantly to move objects; work requires reaching, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

ESSENTIAL FUNCTIONS/TYPICAL TASKS

Coordinating, preparing, and maintaining human resources day-to-day operations; records and files; preparing human resources reports, and assisting Director of Human Resources.
Manages the daily operations of Human Resources.
Assists with the recruitment and selection of division staff; assigns, directs, trains, and inspects the work of personnel; rewards, disciplines, coaches, counsels, and evaluates staff performance; develops and approve staff schedules.
Oversees the maintenance of the employee benefit programs, compensation and job evaluation; legal compliance for human resources federal and state requirements; conducting investigations; maintain records; and attending hearings.
Prepares and files various Federal and State reports.
Enforce management guidelines by preparing, updating, and recommending human resources policies and procedures.
Assists in the preparation of scheduled audits and request of data reports.
Plan, implement, and evaluate employee relations and human resources policies, procedures, and practices.
Work with departments to maintain work structures by reviewing and updating job requirements and job descriptions.
Assisting with implementing employee benefit programs, obtaining and evaluating benefit contract bids, and designing and conducting educational benefit programs.
Review and approve personnel actions for the processing of the bi-weekly payroll.
Prepares annual operating and capital budget for human resources.
Assists management, department directors, and others on matters pertaining to human resources administration.
Conducts internal operational studies for various City functions including reporting of policies, procedures and recommended improvements.
Perform related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of the principles, methods and practices of human resources as applied to municipal government; comprehensive knowledge of the laws, ordinances and regulations governing City human resources matters, programs, policies and procedures; thorough knowledge of modern office methods, practices and equipment; thorough knowledge of human resources staff duties and functions; ability to prepare and maintain complex human resources reports and records; ability to analyze and evaluate complex human resources systems; benefits administration; compensation and wage structure; job classification; employment law; ability to establish and maintain effective working relationships with officials, associates and the general public; ability to express technical ideas effectively, both orally and in writing.

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from an accredited college or university with degree in human resources, business, public administration, or related field and 5 plus years of considerable experience in public human resources environment including some supervisory experience.

SPECIAL REQUIREMENTS

Possession of an appropriate driver’s license valid in the State of North Carolina.

Society for Human Resource Management (SHRM) Certified Professional and/or Senior Certified Professional, or Certified in Local Government Human Resources certification preferred.
