About Us

Community Broadband Networks (CBN) is a Wireless Internet Service Provider (WISP) delivering affordable, high-speed internet to underserved communities. As our organization grows, we are seeking an experienced Human Resources Manager to lead HR operations, ensure compliance, and support our expanding team in Wyoming County.

As HR Manager, you’ll lead recruitment, onboarding, training, compliance, and employee relations. You’ll play a key role in shaping workplace culture, ensuring fair practices, and helping staff thrive while advancing digital inclusion in local communities.

Responsibilities

  • Manage the full staffing process, including recruiting, interviewing, hiring, and onboarding new employees
  • Ensure all job descriptions are accurate, up to date, and compliant with prevailing wage regulations and company policies
  • Develop and deliver training materials, employee handbooks, and performance management programs
  • Investigate and resolve employee relations issues, ensuring consistent application of HR policies
  • Maintain compliance with local, state, and federal labor laws and regulations
  • Support payroll and benefits administration in collaboration with the finance team
  • Maintain HR systems, personnel files, and reporting to ensure accuracy and confidentiality
  • Advise managers on performance improvement plans, corrective actions, and employee development strategies
  • Lead initiatives to strengthen employee engagement, diversity, and workplace culture

Qualifications

  • 3–5 years of progressive HR experience, with at least 2 years in a management or leadership role
  • Strong knowledge of employment law, compliance, and HR best practices
  • Excellent interpersonal, communication, and conflict resolution skills
  • Ability to manage multiple priorities in a fast-paced environment
  • Proficiency with HRIS systems and Microsoft Office Suite
  • HR certification (e.g., SHRM-CP, PHR) preferred

Pay: $20.00 - $25.40 per hour
