Human Resources Manager – Healthcare and Behavioral Health

Location: Philadelphia, PA
Job Type: Full Time | Fully Onsite | Exempt
Salary: $70,000 to $85,000 annually (commensurate with experience)
Schedule: Monday to Friday, 8:30 AM to 5:00 PM

The Behavioral Wellness Center at Girard is a leading behavioral health and addiction recovery provider in Philadelphia. We are seeking an experienced Human Resources Manager with recent healthcare HR experience to oversee HR operations at our Philadelphia facility. This is a fully onsite leadership role requiring a strong, hands-on manager who can partner closely with staff, senior leadership, and union representatives.

The HR Manager will lead all aspects of employee relations, labor relations, compliance, policy development, performance management, and workers compensation within a unionized healthcare environment. This is a high-impact position offering the opportunity to shape HR strategy, strengthen culture, and support organizational growth.

Key Responsibilities

  • Oversee day-to-day HR operations, including recruitment, onboarding, compliance, and staff training

  • Lead employee relations, investigations, progressive discipline, and performance coaching

  • Partner with union leadership and management to maintain strong labor relations

  • Ensure full compliance with FMLA, ADA, EEO, OSHA, and all state and federal employment laws

  • Oversee workers compensation claims, leave administration, and return-to-work coordination

  • Manage unemployment claims and represent the organization at hearings

  • Maintain and update employee handbooks, HR policies, and compliance documentation

  • Lead performance management, engagement, and DEI initiatives

  • Collaborate with department leaders to align HR strategy with operational and organizational goals

  • Supervise HR support staff and promote efficiency in all HR processes

Qualifications

  • Bachelor’s degree in human resources, Business Administration, or a related field required

  • Master’s degree or HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP) preferred

  • Three to five years of progressive HR management experience required

  • Recent experience in healthcare HR required (hospital, behavioral health, or long-term care setting strongly preferred)

  • Experience in a unionized environment highly preferred

  • Strong working knowledge of employment law, compliance, and employee relations best practices

  • Proven leadership, communication, and conflict resolution skills

  • Ability to manage sensitive and confidential matters with professionalism and discretion

  • Proficiency with HRIS systems and Microsoft Office Suite

  • Must be able to work fully onsite, Monday through Friday
