The Pennsylvania House of Representatives, Democratic Appropriations Committee seeks a highly qualified Human Resources Manager with significant related professional experience.

Summary/Purpose

The Human Resources Manager will lead and oversee human resources operations with a focus on employee relations, policy, compliance, process documentation, and orientation/onboarding. This role is responsible for a variety of confidential employee personnel matters and ensures human resources functions are standardized, transparent, scalable, and aligned with government best practices and legal requirements.

Key Responsibilities

Employee Relations

· Conduct workplace investigations and drafts all written correspondence related to employee disciplinary issues, discrimination, harassment, and retaliation complaints.

· Analyze investigative data to make recommendations on appropriate next steps to the Executive Director, appropriate legal counsel, and the Chair.

· Provide guidance on addressing work performance concerns.

· Advise on employee performance related issues and assists with developing performance improvement plans (PIP).

New Hire Orientation & Onboarding

· Design, implement, and continuously refine a standardized orientation program for new employees to the committee.

· Monitor and evaluate orientation effectiveness (surveys, feedback) and update as needed.

Process Documentation & Standard Operating Procedures (SOPs)

· Conduct structured interviews and workshop sessions with Committee staff to map current workflows.

· Document existing procedures, decision points, approval paths, and cross-functional workflows (recruiting, onboarding, performance, offboarding, benefits, etc.).

· Format and maintain these documents in a standardized template (e.g. SharePoint, internal wiki, HR intranet).

· Ensure documents comply with legal/regulatory requirements (federal, state, local) and are accessible to authorized staff.

· Identify inefficiencies, redundancies, and gaps; recommend and drive process improvements for scalability, automation, or increased consistency.

Policy Review & Professional Development Program

· Review existing policies related to professional development, performance management, training, promotions, and succession planning.

· Develop professional development programs for committee staff within their specialized area.

· Partner with Executive Director to align development paths with organizational strategy and performance metrics.

· Monitor and evaluate uptake, feedback, and outcomes of the program post-implementation.

· Compliance & Human Resources Advisory

· Maintain up-to-date knowledge of applicable employment laws and standards and ensure human resources practices conform.

· Serve as a subject matter expert/resource on human resources policy, employee relations, grievances, disciplinary action, performance improvement plans, etc.

· Participate in human resources audits, risk assessments, and ensure human resources documentation is defensible and properly maintained.

· Partner with the Executive Director to develop key performance indicators for each role on the committee.

Qualifications

· Bachelor’s degree in Human Resources, Public Administration, Business, or related field (Master’s preferred).

· Minimum 3 years of human resources experience in government, public sector, or regulated environments (municipal, county, state, etc.)

· Human resources certification such as SHRM-CP / SHRM-SCP, PHR / SPHR, or equivalent.

· Extensive employee relations experience.

· Ability to maintain confidentiality and model strong ethics in all actions.

· Experience designing orientation/onboarding programs and process documentation.

· Proficiency with HRIS/payroll systems

· Strong skills in writing, policy design, process mapping, workflow analysis, training, and change management.

· Excellent interpersonal, organizational, project management, analytical, and facilitation skills.

· Knowledge of relevant employment laws.
