Human Resources Manager

Position Summary

The Human Resources Manager (HR) is responsible for leading all HR functions within a cosmetic and OTC drug manufacturing organization, ensuring alignment with business objectives while maintaining compliance with applicable employment laws and regulatory expectations.

This role oversees talent acquisition, employee relations, performance management, compensation and benefits, training, and organizational development, while supporting a cGMP-compliant workforce operating under 21 CFR Parts 210 and 211 requirements.

Key Responsibilities

HR Strategy & Leadership:

· Develop and implement HR strategies aligned with company goals and growth plans

· Serve as a strategic partner to executive leadership

· Drive organizational effectiveness, workforce planning, and succession planning

Talent Acquisition & Workforce Planning:

· Oversee recruitment strategies for manufacturing, technical, and corporate roles

· Ensure hiring practices support compliance, diversity, and operational needs

· Develop pipelines for critical roles (e.g., QA, QC, Production, Engineering)

Employee Relations & Compliance:

· Lead employee relations programs, including conflict resolution and investigations

· Ensure compliance with federal, state, and local employment laws (e.g., FLSA, EEOC, OSHA)

· Maintain HR policies and procedures aligned with regulatory and company requirements

Performance Management & Development:

· Implement performance management systems and processes

· Support leadership development and employee training programs

· Promote a culture of accountability, engagement, and continuous improvement

Compensation & Benefits:

· Oversee compensation structures, salary benchmarking, and incentive programs

· Manage employee benefits programs (health, retirement, wellness)

· Ensure competitive and compliant compensation practices

Training & GMP Compliance:

· Ensure effective GMP training programs for all employees in accordance with 21 CFR 210/211

· Track training completion and maintain training records

· Partner with QA to ensure compliance-related training requirements are met

Organizational Development

· Drive initiatives related to culture, engagement, and retention

· Support change management and organizational transformation efforts

· Implement employee engagement surveys and action plans

HR Systems & Data Management:

· Oversee HRIS systems and employee data management

· Ensure data accuracy, confidentiality, and compliance with data privacy requirements

· Analyze HR metrics and provide reporting to leadership

Policy & Procedure Management:

· Develop, update, and enforce HR policies and employee handbooks

· Ensure policies align with regulatory expectations and company standards

Cross-Functional Collaboration

· Partner with:

o Quality Assurance (QA) for training compliance

o Operations & Production for workforce planning

o Finance for budgeting and compensation

o Executive Leadership for strategic planning

Qualifications

Education:

· Bachelor’s degree in Human Resources, Business Administration, or related field required

Experience:

· 5+ years of progressive HR experience

· 2+ years in leadership or director-level roles

· Experience in manufacturing environments required

· Experience in cosmetic, pharmaceutical, or OTC manufacturing strongly preferred

Technical Knowledge

· Strong knowledge of:

o Employment laws and HR best practices

o Workforce planning and organizational development

· Familiarity with:

o cGMP environments and 21 CFR 210/211 training requirements

o HRIS systems (Workday, ADP, etc.)

Physical Requirements

· Ability to work in office and manufacturing environments

· Occasional walking of production areas requiring PPE

Work Environment

· Office setting with regular interaction on manufacturing floor

· Exposure to regulated production environment

· May require extended hours for organizational initiatives

Regulatory Emphasis

This role supports compliance with:

· 21 CFR Part 210 – cGMP in Manufacturing, Processing, Packing, or Holding of Drugs

· 21 CFR Part 211 – cGMP for Finished Pharmaceuticals (training requirements)

· OSHA and applicable labor laws

· Cosmetic GMP guidelines (ISO 22716

Pay: $92,000.00 - $95,000.00 per year
