Job Title: Human Resources Manager

Company: US Paper Mill Company, LLC

Location: Chillicothe, Ohio

Job Type: Full-Time, Exempt

Reports To: Director of Human Resources

About Us

US Paper Mill Company, LLC (USPM) is a fast-growing manufacturer of high-quality nitrile gloves, supplying critical personal protective equipment (PPE) to the medical, industrial, and food safety sectors. Our success relies entirely on the safety, skill, and dedication of our workforce. We are looking for an energetic, hands-on HR Manager to run day-to-day HR operations at our manufacturing facility and serve as a vital link between our plant staff and management.

Position Overview

As the HR Manager, you will lead the plant’s daily human resources functions. This is a highly visible, hands-on role where you will spend plenty of time on the production floor, building relationships with our technicians, operators, and mechanics. You will manage the entire employee lifecycle—from high-volume hourly recruiting and onboarding to employee relations, shift-scheduling support, and safety compliance.

Key Responsibilities

Recruiting & Onboarding

  • Lead the full-cycle recruitment process for hourly production roles, shift supervisors, and technical maintenance staff.
  • Partner with local technical schools, agencies, and community networks to build a steady pipeline of reliable talent.
  • Conduct engaging orientation and onboarding programs that emphasize our safety culture and set new hires up for long-term success.

Employee Relations & Retention

  • Maintain an "open-door" presence on the production floor, acting as a trusted resource for hourly workers and supervisors.
  • Investigate and resolve employee issues/concerns promptly, fairly, and consistently.
  • Develop plant-level engagement and recognition initiatives to reduce turnover and boost team morale across all shifts.

Plant Safety & Labor Compliance

  • Partner closely with the Safety/EHS Coordinator to champion a zero-injury safety culture and maintain strict OSHA compliance.
  • Coordinate workers' compensation claims, track light-duty restrictions, and manage return-to-work programs.
  • Ensure all plant policies align with federal, state, and local employment laws (FMLA, ADA, FLSA).

Timekeeping & HR Administration

  • Oversee daily timekeeping and attendance tracking, working closely with payroll to ensure accurate regular and overtime pay.
  • Manage leave-of-absence requests (FMLA/Short-Term Disability) specific to continuous manufacturing schedules.
  • Maintain complete and compliant digital employee personnel records in our HRIS.

Qualifications

  • Education: Bachelor’s degree in Human Resources, Business Administration, or equivalent experience.
  • Experience: 4+ years of HR experience, with at least 2 years in a manufacturing, warehousing, or industrial environment.
  • Certifications: SHRM-CP or PHR is a plus.
  • Shift Environment Fluency: Deep understanding of hourly workforce challenges, including continuous shifts, rotating schedules, and attendance policy management.
  • Skills: Strong conflict resolution skills and communication agility to speak effectively with a line worker or an executive.
  • Systems: Experience with HRIS and automated time-and-attendance tracking software (e.g., Paycom, ADP, Kronos/UKG).

What We Offer

  • Competitive base salary.
  • Comprehensive medical, dental, and vision benefit packages.
  • 401(k) retirement plan with company match.
  • Generous paid time off (PTO) and holiday pay.
  • A supportive, fast-paced team environment with room for professional advancement.

USPM is an Equal Opportunity Employer.
