Human Resources Officer I - Recruitment & Employment

Major Functions

The County of Volusia's Human Resources division is seeking a Human Resources Officer I who is able to multi-task and has excellent customer service skills. The ideal individual enjoys working in a fast-paced Human Resources environment. This position is located in DeLand, Florida, and will be responsible for assisting departments/divisions with recruitment; screening applicants; developing and administering the examination process; overseeing the application flow process (reviewing and processing job requisitions, creating position announcements, reviewing applications, etc.) using NeoGov (applicant tracking system); conducting background checks for candidates; and, presenting new employee orientation for the recruitment and employment section.

Illustrative Duties

  • Serves as the NeoGov (applicant tracking system) administrator to include providing access and training new users in NeoGov.
  • Assists with developing, administering, and proctoring exams (i.e. skills tests).
  • Assists supervisors, managers, and directors with the recruitment process.
  • Attends and participates in job fairs.
  • Prepares position announcements for advertising.
  • Reviews and processes job requisitions in the NeoGov, applicant tracking system.
  • Reviews applications for completeness and screens applicants to ensure they meet the minimum qualifications.
  • Works closely with the classification and compensation section to ensure job advertisements are aligned with the class specifications.
  • Conducts level I and level Il background checks for candidates. Presents new employee orientation for the employment section.
  • Reviews and approves personnel actions for new hires in CGI Advantage.
  • Reviews conditional and confirmation offer letters for accuracy.
  • Establishes and maintains routine records and files.
  • Troubleshoots problems and issues with NeoGov.
  • May observe interviews as requested by the department/division.
  • May research and make recommendations on improving recruitment and employment-related practices and procedures.
  • May provide information regarding human resources, recruitment, and employment issues.
  • Works on special projects.
  • Exercises good judgment.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Responds to emergency situations.
  • Adheres to Federal, State, County, and Local ordinances.
  • Performs other duties as assigned.

Minimum Requirements

HUMAN RESOURCES OFFICER I

Bachelor's degree in Human Resources, Organizational Development, Public Administration, Business Administration, or related field.

A comparable amount of related education, training, and experience may be substituted for the minimum qualifications to include a High School Diploma/GED and four (4) years of related professional experience in Human Resources.

Having met the minimum requirements, the preferred candidate will have one (I) year of Human Resources experience with the employment/selection and hiring process.

License: Must possess a valid driver's license at the time of hire.

Must obtain a valid Florida driver's license within 30 days of hire and maintain thereafter.

Knowledge, Skills & Abilities

  • Knowledge of the principles and practices of Human Resources administration. Knowledge of principles, practices, methods, theories and metrics of recruiting.
  • Knowledge of employment laws, ordinances, regulations, and statutes.
  • Knowledge of affirmative action and equal employment opportunity (EEO) policies.
  • Knowledge of federal, state, and local laws, and ordinances as they apply to veterans' preference, salaries and equal employment opportunities.
  • Proficient knowledge of Microsoft Office Suite programs.
  • Demonstrated proficiency utilizing a variety of recruitment strategies.
  • Demonstrated proficiency with Internet recruiting including job boards, job postings and social media
  • Knowledge of the county Merit System Rules and Regulations and how they apply to Human Resources programs.
  • Ability to use applicant tracking systems or similar programs.
  • Ability to develop and implement innovative short and long-term recruitment strategies.
  • Ability to maintain confidentiality and exercise discretion.
  • Excellent analytical and research skills as demonstrated by the ability to collect, develop, assess and blend information and recommendations from a wide variety of sources.
  • Knowledge of modern office practices.
  • Knowledge of the policies and procedures of the Human Resources office and programs.
  • Ability to analyze situations and make recommendations or come to a conclusion based on analysis.
  • Ability to use sound judgment in the preparation and execution of various plans and processes in recruitment and employment.
  • Ability to assemble and present information in a clear/concise manner.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with staff, other County departments/divisions and outside agencies.
  • Ability to work under high-stress levels with frequent interruptions and easily adjust to tight and often changing deadlines.
  • Must be able to relocate to other county locations based upon operational needs.

Ada Requirements

Physical Demands : Able to pull, push, lift and/or carry 20 pounds. Ability to talk, hear, see and drive. Visual acuity (e.g. peripheral vision, depth perception) necessary to operate a motorized vehicle. Finger dexterity. Ability to bend, stoop, lift and reach.

Environmental Demands: Primarily inside work.

Mental Demands: Ability to read and comprehend technical journals, manuals, legal documents, and financial statements. Ability to write reports, summaries, letters, memos, journals, and manuals. Ability to analyze data and develop conclusions. Ability to speak publicly and extemporaneously. Ability to perform basic mathematical functions.
