The Rhode Island Public Transit Authority (RIPTA) is recruiting internally and externally to the position of Human Resources Specialist. This is a Non-Represented, Exempt position.

Salary: $65,974.56 to $82,468.20 Annum (Pay Grade N11)

Reports To: Deputy Chief of Human Resources
Summary of Position:
Under general supervision from the Deputy Chief of Human Resources, the Human Resources Specialist (“HRS”) shall be responsible for managing and overseeing the attendance control program, executing high-level organizational duties and responsibilities that are directly related to the primary function of the human resources department.
Essential Duties and Responsibilities:
1. Responsible for monitoring and tracking employee absence records accurately;
2. Assist with communicating attendance policies and procedures to departmental staff;
3. HR will coordinate with all departments to ensure proper communication and documentation of attendance information and leave requests;
4. Performs a variety of high-level administrative assignments in the field of human resources;
5. Assist in the preparation of material for employee hearings and grievances;
6. Utilizes electronic equipment, computer software, automated databases and related technology and equipment in the research and reporting of employee and labor related analyses;
7. Responsible for acquiring data from other departments and maintaining databases/data systems for accurate reporting;
8. Assists in gathering information required for use as a basis for important administrative decisions;
9. Responsible for documenting hearings for disciplinary and/or grievance related matters arising from various collective bargaining agreements;
10. Assists in process improvement opportunities;
11. Must possess excellent oral and written communication skills;
12. Must possess excellent computer skills;
13. Perform other related duties as assigned.

Qualification Requirements:
· Bachelor’s degree with specialization in communication, business management, human resources management, or a closely related field;
· A minimum of three - five years of employment in a professional position involving considerable responsibility in the areas of human resources;
· A thorough knowledge of general administration and management principles, practices and techniques, and the ability to apply said techniques in a coordinated Human Resources administration program;
· A thorough understanding of terms, agreements and practices associated with collective bargaining agreements;
· A working knowledge of the rules, regulations and procedures affecting RIPTA’s attendance program matters and the ability to apply them in an effective and consistent manner;
· A working knowledge of related state and federal statutes, regulations and guidelines;
· The ability to communicate effectively in public, conduct hearings and prepare written reports;
· The ability to establish effective working relationships with internal and external stakeholders.

· Internal applicants will be subject to evaluation of personnel file to determine eligibility and suitability for the position; to include but not limited to review of attendance, training, education, job qualification skills, commendations, and disciplinary history.
Elimination Process:
· If a candidate fails to meet the minimum education requirement of Bachelor’s Degree and/or minimum employment experience as outlined within “Qualification Requirements” of job posting.
· If a candidate fails to submit resume and/or required documentation as outlined within “Selection Process”.
· If a candidate fails to meet minimum required oral interview score, in which the Authority has deemed as a passing score.
