Human Resources Payroll Specialist

Job Summary
Exceptional Living Services is seeking a detail-oriented and reliable Human Resources Payroll Specialist to manage payroll operations while supporting core HR functions.

Key Responsibilities

Payroll Administration

  • Process bi-weekly payroll for employees across multiple service locations
  • Maintain accurate payroll records including wages, deductions, overtime, and bonuses
  • Ensure compliance with federal, state, and local wage and hour laws (including California labor laws)
  • Review and verify timesheets, schedules, and attendance records
  • Resolve payroll discrepancies and respond to payroll-related inquiries
  • Prepare and submit payroll-related reports and tax filings

Human Resources Support

  • Maintain employee files and HRIS systems in compliance with regulatory standards
  • Assist with onboarding, including new hire paperwork and system setup
  • Support offboarding processes, including final pay compliance
  • Assist with benefits administration, including enrollments and changes
  • Ensure compliance with labor laws, licensing, and organizational policies
  • Work closely with the Director to ensure policys are upheld and staff education is implemented

Compliance & Reporting

  • Support internal audits and regulatory reviews
  • Maintain accurate documentation for compliance with healthcare and supportive living regulations
  • Generate payroll and HR reports for leadership

Employee Support

  • Serve as a point of contact for employee questions regarding payroll, benefits, and HR policies
  • Provide timely and professional support to staff

Qualifications

Education & Experience

  • Associate’s or Bachelor’s degree in Human Resources, Accounting, Business, or related field preferred
  • Minimum of 2 years of payroll and/or HR experience
  • Experience with payroll systems (ADP, Paychex, or similar) preferred

Skills & Competencies

  • Strong knowledge of payroll processing and California labor laws
  • High attention to detail and accuracy
  • Strong organizational and time management skills
  • Proficiency in Microsoft Office, especially Excel
  • Ability to maintain confidentiality and handle sensitive information
  • Strong communication and problem-solving skills

Preferred Qualifications

  • Certified Payroll Professional (CPP) certification
  • Experience in healthcare, supportive living, or nonprofit organizations
  • Familiarity with multi-site operations and hourly workforce environments

Work Environment

  • Office-based Position

Compensation & Benefits

  • $25.00 – $28.00 per hour, based on experience
