SUMMARY
This is responsible work performing a variety of administrative and human resources related duties for the Administrative Office of the Courts Human Resources (HR) Department with a primary focus on benefits administration. The HR Specialist initiates, researches, and analyzes complex data and prepares reports, documents, letters, and forms. A variety of working relationships are established with court system personnel, judges, non-judicial officers, vendors, judicial assistants, entity representatives, and the general public. The HR Specialist works independently and as a team member and must exercise discretion in meeting deadlines and dealing with confidential and sensitive information. Work is performed under the supervision of the HR Assistant Manager.
Primary responsibilities of the HR Specialist include the following: (1) Benefits; (2) Worker’s Compensation; (3) FMLA; (4) General HR duties; and (5) Other duties as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
1. Benefits
Insurance:

Assist the HR Assistant Manager with tasks related to Open Enrollment for all State and County funded employees, as well as, filing Workers Compensation claims and Family Medical Leave (FMLA)

Participate in the Entities Insurance Committee meetings and report discussions and relevant information to the HR Assistant Manager and employees as appropriate
-
Prepare information releases to all State and County funded employees regarding benefits available, new information, changes, opportunities, etc.

Ensure benefits information in the NeoGov Insight is up to date
-
Handle benefits inquiries to ensure a quick, equitable and courteous resolution
-
Assist the judiciary, judicial assistants, and employees with changes to their insurance, benefits, and applicable records when qualifying events occur
-
Keep up to date regarding regulatory standards governing employment law such as ACA, HIPPA, FMLA, ADA, etc
-
Ensure all State and County funded employees are in compliance with federal, state and local legislation
-
Review Lee County retiree monthly benefits invoices and provide accurate information upon request
2. Worker’s Compensation (WC)
-
Assist the HR Assistant Manager with Workers Compensation (WC) claims for all state and county funded employees
-
Manage WC claims by ensuring prompt care are sought by employees, making sure employees return to work at the appropriate time, and ensuring proper documentation and reporting is completed and submitted to appropriate entities
-
Serve as liaison with Florida Risk Management on worker’s compensation case management
-
Responsible for completing the State WC spreadsheet when received from the OSCA
-
Notify Payroll Specialist of any necessary payroll adjustments needed
-
Complete the 13-week wage statement when someone is placed on WC and submit it to the Division of Risk Management or third-party administrators as appropriate
-
Update HR checklists, CourtConnect, and reporting requirements as needed with appropriate and accurate information
-
Ensure required WC posters and information are updated Circuit wide
-
Attend local WC meetings as necessary
3. FMLA
-
Process, administer, and manage all Family Medical Leave requests for State and County funded employees within the allotted timeframe
-
Create files in the FMLA Manager, keeping them up-to-date, and monitoring them for compliance
-
Coordinate with the Payroll Specialist to ensure all leave is recorded accurately for payroll processing
-
Communicate with employee's direct supervisor regarding employees FMLA leave and any restrictions that may be noted
-
Ensure information is updated on the G drive for the HR team and on Court Connect for all employees
-
Attend yearly FMLA training to stay current with federal regulations
4. General HR Duties
-
Respond to inquiries regarding policies, procedures and programs
-
Represent Human Resources at meetings and or committees as needed
-
Develop, implement, evaluate, and modify procedures to improve workflow for efficient processing in area of responsibility
-
Maintain level of expertise in HR laws and regulations
-
Participate on interview panels on a rotating basis or more often as needed
-
Attend training annually to remain current in area of responsibility
-
Attend training in areas outside of responsibility when appropriate
-
Serve as liaison between all AOC departments; maintain effective relationships with all Court Administration employees, judicial assistants, and the judiciary within area of responsibility

Maintain CJIS Security Awareness Training – level 2
EDUCATION and/or EXPERIENCE-
Three or more years of experience in employee benefits administration is preferred
-
Two years of experience in a Human Resources Department within the past five years is required
-
Experience processing payroll is preferred
-
Associate's degree in human resources, public or business administration, management, employment law, or a closely related field. Related experience may substitute for the recommended education level on a year-for-year basis
CERTIFICATES, LICENSES, REGISTRATIONS-
CJIS Security Awareness Training – level 2

State of Florida Notary Public Certification is required within (90) days of hire
SUPERVISORY RESPONSIBILITIES
This position has no supervisory responsibilities.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from the judiciary, managers, division directors, agency representatives, employees, customers, and the general public.
MATHEMATICAL SKILLS
Ability to accurately add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
REASONING ABILITY
Must be able to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Must be able to evaluate problems, isolate key issues, research and develop alternative solutions and to present management with recommendations that include, at a minimum, advantages, disadvantages, cost and team impact.
PHYSICAL DEMANDS
The employee is regularly required to talk or hear, frequently required to sit for long periods of time, and occasionally lift and or move up to 10 pounds. Specific vision abilities required by this job include close vision, depth perception, and ability to adjust focus.
