Position Summary Information

General Description of Position
Under the general direction and supervision of the Associate Vice President of Human Resources, the Human Resources Specialist performs a variety of assigned technical and administrative duties to provide service, support, and information to staff, faculty, students, and the public in support of the Human Resources division. This full-time regular position assists the Associate Vice President of Human Resources with recruiting processes, collects, compiles, and analyzes HR data, metrics, and statistics, and applies this data to make recommendations related to recruitment, retention, and legal compliance. This position also provides training to new employees and supervisors concerning HR processes and coordinates professional development activities for College employees.

Essential Functions
Recruitment
  • Assist with developing, creating, and updating procedures for posting positions, revising descriptions, etc., for College end-users.
  • Assist in providing guidance and expertise in hiring and interview processes to Interview Teams.
  • Assist candidates as needed to apply to positions online on the SCC job board.
  • Provide a variety of support to the Associate Vice President of Human Resources and Interview Teams to provide accurate, timely, efficient, and easy-to-use processes for interviews.
  • Review and process applications after a posting is closed.
  • Collect all Interview Team information and documents for the HR file.
  • Process Criminal Background Check reports and coordinate drug screen testing; collect reference check processes from recommended applicants for employment; provide guidance on findings to HR Admin Team.
  • Create offer letters and discuss job opportunities with part-time regular employees in an offer call via phone or Zoom meetings.
  • Meet with new adjunct, part-time, and student employees to collect, review, and process employment paperwork in a timely manner.
  • Assist as requested for full-time New Employee Orientation and onboarding.
  • Create new positions in Colleague (Ellucian) as needed.
  • Compose advertisements and schedule publications in newspapers, professional journals, and appropriate websites.
  • Notify the Associate Vice President of Human Resources of closed postings to ensure a timely review of applicants. Assist with review of closed positions, as needed.
  • Assist with the electronic and technical components of onboarding processes to ensure a smooth and seamless transition to employment. This includes, but may not be limited to: coordinating with IT for technology services, coordination and ordering of telephone services, assignment of employee ID, etc.

Data Management
  • Assist in developing reports to help identify the best/most effective sources of recruiting and outreach based on advertising placement.
  • Create, review for accuracy, and process all Board Reports, annual salary/benefit letters, termination documentation, etc.
  • Process new hire information utilizing College technology, HR, and Payroll systems.
  • Produce informational reports as requested and at least quarterly to include: Professional Development, Performance Evaluations, etc.
  • As necessary, respond to requests for employment verification, reports, etc., in a timely and confidential manner.
  • Develop, review, and process information for the SCC Board of Governors, including Personnel Action Reports each month in coordination with the Associate Vice President of Human Resources.
  • Maintain electronic employee file/data management.
  • Recommend and research technology to recommend best practices to update processes and record maintenance.
Support Other HR Functions:
  • Assist in providing data, information, and support for HR and Administrative Services for projects relating to labor relations, classification/compensation review, new hires, development of offers of employment, All College Conference, etc.
  • Work with the Associate Vice President of Human Resources and HR Training staff on identifying potential Employee Wellness initiatives, vendors, and programs for College Employees. Serve as a part of the Human Resource and College-Wide Employee Wellness initiatives.
  • Assist with Human Resources functions as assigned.
  • Develop a knowledge of Human Resources concepts and regulations through attendance at conferences, workshops, webinars, etc.
  • Regularly maintains, reviews, processes, and develops a variety of extremely confidential and sensitive information in a secure, professional, and trustworthy manner.
  • Assures adherence to an established budget by monitoring expenditures and approved budget allocation, assures transparency in all financial, purchasing, and budget transactions; adherence to College budget and purchasing policies, best fiscal practices, etc.
  • Conducts regular reviews of the Human Resources, Personnel Services, Tuition Reimbursement, Professional Development, and Safety/Security budgets/expenditures/purchases on an ongoing basis and provides reports/updates to the Associate Vice President of Human Resources at least quarterly.
  • Notifies supervisor of changes, unique requests, or other notable budgetary issues, concerns, or requests.
  • Actively participates and assists the Associate Vice President for Human Resources in the annual development of the budgets for all areas assigned to the Human Resources Division.

Marginal Functions
  • May be required to perform associated duties, functions, or assignments in other divisions/programs/areas as required.

  • Must be able to work varied days, hours, shifts, locations, and campuses as required. Work schedules (hours/days/work location) are scheduled by Southeast Community College based on the needs of the College. Work hours, shifts, days, and work locations may vary depending on the needs of Southeast Community College and are subject to modification. Emergency or scheduled special activities may require hours outside of the regular workweek.

Required Knowledge, Skills and Abilities
  • Knowledge of and experience in business letter production, proofreading, filing, and record-keeping systems.
  • Ability to work with and maintain highly confidential and sensitive information securely and professionally.
  • Ability to handle multiple tasks, changing priorities, and work in an environment with critical demands to meet deadlines, complete work with a high level of accuracy, and keen attention to detail.
  • Proficient keyboard/typing skills; word processing, spreadsheet, and database software applications such as MS Office, Word, Excel, PowerPoint, and Outlook.
  • Knowledge of and experience in operating a personal computer, imaging software and scanner, spreadsheets, database, and word processing software.
  • Ability to work as a productive member of the office team using the established practices, procedures, and policies of the College.
  • Ability to work independently and prioritize multiple projects with time-sensitive deadlines, follow up as needed, and work efficiently and effectively with limited supervision in a team-oriented environment.
  • Ability to communicate effectively in a courteous, professional manner and maintain professionalism, patience, and understanding in stressful situations.
  • Ability to work and communicate with a diverse group of students, staff, and the public.
  • Skill and ability in using oral and written business communications and business etiquette.
  • Ability to drive to SCC Campuses, including but not limited to Lincoln, Beatrice, and Milford, with optional use of an SCC vehicle.
  • Ability to consistently maintain a positive, supportive, and collaborative work style to support the goals, efforts, and decisions of the Human Resources division, Administration, and College.
  • Ability to lift and carry up to fifty (50) pounds for short distances and move tables, chairs, and media equipment when necessary.
  • The individual must possess the above skills and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities.

Minimum Qualifications
  • Associate’s degree* in Human Resources, Business, Management, or a directly related field of study, OR two (2) years equivalent of college-level studies supplemented by post-secondary coursework in Human Resources, Management, Public Administration, or Business.
  • Three (3) years** professional-level work experience in a Human Resource, HRIS, or professional Business capacity relating to employment and technology.
  • Possess and maintain a valid Driver’s License and the ability to qualify for auto insurance.

  • Professional-level qualifying related work experience (beyond the required three (3) years minimum work experience) in a Human Resources or HRIS capacity may be substituted for the listed educational requirements on a year-for-year basis.

** Bachelor’s degree in Human Resources, HRIS, Technology, Business, or Management may substitute for up to one (1) year of required work experience.

Desired Qualifications
  • Work experience in Human Resources in an Information Systems capacity.
  • Work experience in Human Resources relating to the Employment process.
  • Experience in working with HR information systems and software, particularly electronic employment applications and recruiting software systems.

Salary
$21.80 per hour

Benefits
SCC BEN Dollars – Eligible Employees: Full-time status. Regular employees with an FTE of 0.75 or greater will be eligible for SCC Ben Dollars. All employees will be required to elect a health insurance option. If the cost of insurance coverage selected by an employee exceeds the SCC Ben Dollars available, all additional costs will be withheld from the employee’s paycheck. Any SCC Ben Dollars that the employee does not elect to use for the purchase of dependent health and dental insurance will be paid to the employee in cash at $0.93 per $1.00 benefit dollar. All amounts paid are subject to withholding for income and employment taxes, but not subject to the College’s contribution toward the Retirement Savings Plan – Group Retirement Account (GRA).

Schedule
Normal working hours for this full-time regular position are scheduled between 7:00 a.m. and 5:00 p.m., Monday through Friday, requiring a minimum of a 40-hour work week, based on a 260-day work calendar. Scheduled special activities, emergencies, or temporary schedule changes may require hours outside of the regular workday or workweek.
