As the Hiring Specialist for the Illinois State Human Resources Bureau; Organizes, plans, and controls the operation of the civilian hiring process for the Illinois State Police (ISP). Provides advice and counsel to management in filling vacancies, guiding them through the hiring process to include but not limited to posting, bidding, interviewing and selecting candidates. Conducts studies and research functions concerning interview and selection hiring process to include the Comprehensive Hiring Plan. Recommends and assists management with procedural changes to enhance the ISP hiring process to include identifying specific needs of the work location. Responsible for preparing Bid Records for approval. Coordinates and arranges interview panels. Approves Disclosure Statements for interview panelists. Works closely with Division/Sections to develop interview/application questions and scoring tools. Maintains the Code Headcount Tracking Spreadsheet. Calculates salary information and authorizes conditional offers of employment. Review and approve all final candidate interview documents. Performs research of the bargaining contracts to ensure compliance with all applicable rules and requirements are met. Performs research of the personnel rules to include the Comprehensive Hiring Plan to strictly follow and enforce. Performs research of the ISP Directives to ensure compliance is strictly followed. Researches and responds to inquiries on status of positions. Develops reports. Uses reports in online hiring system to respond to inquiries. Assists with annual reports and data collection for Equal Employment Opportunity (EEO) statistics using state computer systems.
