Human Resources Specialist - Recruiter

This is a temporary position with an anticipated duration through September 2026.

Human Resources Specialist - Recruiter is responsible for finding, sourcing, attracting and hiring talent with the goal of fulfilling our City's hiring needs. The Human Resources Specialist - Recruiter provides excellent service within the Human Resources field with their primary focus on recruitment and analytics. Advises and counsels hiring managers regarding the hiring process. As the Recruiter, you will work on multiple, simultaneous recruitments and must have a keen attention to detail. Effectively working with department hiring managers to utilize analysis tools and assessment methods to ensure the candidates are the best for the position.

Essential Job Functions

Duties include but are not limited to:


  • Assist in developing recruitment goals and objectives.
  • Work with hiring managers to create assessments to accurately measure candidate skillsets.
  • Trains hiring managers in effective applicant analysis to ensure better hires.
  • Assist in developing sustainable recruiting strategies based on our goals and needs.
  • Continuously updates talent networks to find qualified active and passive candidates.
  • Build and foster strong working relationships with departments.
  • Develops unique and creative recruiting and marketing ideas to increase the number of applicants.
  • Attends job fairs and community events to promote city jobs.
  • Develops creative recruitment methods and work with departments to reach specific applicant groups.
  • Evaluates jobs for content and prepares job descriptions reflecting job responsibilities, activities, duties and requirements.
  • Completes EEO4, compliance reporting, performance measures reporting for budget as well as other reporting.
  • Manages the advertising and marketing strategy for departments with regard to recruitment through social media including brochures, mailings, flyers (Canva) and online recruiting.
  • Screens all candidates resumes and job applications then executes the unbiased hiring process.
  • Assess applicants' relevant knowledge, skills, soft skills, experience and aptitudes.
  • Act as a point of contact and build influential candidate relationships during the selection process.
  • Facilitate pre-employment screenings and checks in compliance with applicable guidelines.
  • Perform other duties as assigned.
  • Regular, reliable, and non-disruptive attendance is an essential function of this position, as it is the ability to create and maintain professional, harmonious working relationships with others.

Minimum Requirements

Associate’s degree from an accredited college or institution in Human Resources, Business Management or a related field required. Three years’ experience in a Human Resources Recruiter role required. Or an equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.

Bachelor’s Degree from an accredited college or institution in Human Resources, Business Management, or a related field preferred. Municipal experience preferred. Bilingual in English/Spanish preferred. Experience in hiring/recruiting preferred.

Other Requirements

Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.

Work is performed primarily in climate-controlled office environment. Physical demands are primarily sedentary. Light lifting (up to 20 lbs.), walking and standing. May be required to be out in the field exposed to weather, fumes, dust and traffic conditions.
