Schedule: Monday - Friday with some remote work


We are seeking an experienced leader to serve as Program Manager for the Pinellas County Health Program Eligibility Case Management Team.


About the Program

The Pinellas County Human Services Department works with community partners to help residents meet essential needs and achieve greater self-sufficiency through programs focused on health, homelessness, veteran services, consumer protection, justice coordination, financial assistance, and more.

Committed to quality public service and responsible resource management, the department also administers the Pinellas County Health Program, providing prevention-focused health care, mental health and substance use services, specialty referrals, and case management for eligible low-income residents.


Position Overview

In this role, you will oversee daily operations of case managers responsible for determining client eligibility and ensuring accurate, timely, and compliant processing of applications and related services. This position serves a diverse population, including individuals experiencing vulnerability and complex life circumstances; therefore, the Program Manager must demonstrate experience working with vulnerable populations and applying trauma-informed and strengths-based approaches to service delivery and staff leadership.

The Program Manager uses data-driven strategies to monitor performance, identify trends, improve service delivery, and ensure a high-quality, client-centered experience. This includes fostering a strengths-based culture that recognizes client resilience, promotes dignity, and supports equitable access to services.

This position requires strong leadership, analytical skills, and the ability to collaborate across departments, including coordination with community partners and stakeholders.

What Would You Do?

  • Assist with interviewing, hiring, supervising, training, and mentoring case managers and office specialists.

  • Oversee day-to-day operations of eligibility processes, including application intake, client screenings, interviews, and verification of required documentation.

  • Monitor staff performance and productivity.

  • Track and ensure data quality, team compliance with program metrics, and adherence to performance measures.

  • Analyze data to identify trends, gaps, and opportunities for program improvements and operational efficiencies.

  • Ensure compliance with federal, state, and local policies, procedures, and program requirements.

  • Monitor compliance with and effectiveness of program policies and procedures, making recommendations for improved efficiencies when appropriate.

  • Coordinate and/or deliver staff training and professional development in collaboration with the Section Manager.

  • Conduct regular site visits and field observations to ensure quality service delivery and operational consistency.

  • Schedule and coordinate outpost coverage to maintain access to care throughout the county.

  • Collaborate with community partners to strengthen coordination, improve workflows, and enhance customer service.

  • Promote a client-centered service approach that values dignity, respect, and equitable access for all residents.

  • Address complex client situations and provide guidance to staff on eligibility determinations and service delivery challenges.

  • Prepare reports on program performance, outcomes, and improvement initiatives.


What Do You Need to Have?

Experience: Social services/health and human services program/outcome management, grant writing, contract management, or related field, including one (1) year experience in supervision or management.

Degree: Social Work, Psychology, Public Health, Leadership, or a related field.

  • Seven (7) years of experience as described above that includes one (1) year experience in supervision or management; or

  • Associate’s degree and four (4) years’ experience as described above; or

  • Bachelor’s degree and three (3) years’ experience as described above; or

  • Master’s degree and one (1) year experience as described above; or

  • An equivalent combination of education, training, and/or experience.


Special Qualifications:

  • Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Administration (MVA) driving report.


Knowledge, Skills & Abilities:

  • Knowledge of the case management principles and practices within the social and human services context.

  • Knowledge of laws, rules, and regulations relating to public assistance, mental health, and other health and human services programs.

  • Skill in communicating effectively with governmental officials, community organizations, staff personnel, and the public.

  • Ability to monitor, supervise and coordinate a broad range of complex Human Services related programs.

  • Ability to prepare clear and comprehensive reports, recommendations and proposals, and presentations, verbally and in writing.

  • Ability to analyze problems/facts and make appropriate recommendations clearly and concisely, both orally and in writing.

  • Ability to work independently on complex tasks, analyze and solve administrative problems, and render advice or assistance to the Section Manager, Program Administrator, Department Director, County Administrator, County Commission, and local agency directors.

  • Ability to stay abreast of current policy and program trends, developments and changes related to health and human services, mental health and substance abuse programs, regulations and laws.
