Job Summary

Advocate IT is seeking a Senior Identity & Access Management (IAM) Subject Matter Expert (SME) to provide strategic and technical leadership in support of a State of Maryland enterprise IAM modernization effort. This position will directly support the development of a centralized IAM architecture, including identity lifecycle management, access governance, and workflow automation across a complex IT ecosystem. The ideal candidate will bring deep experience in enterprise IAM implementations, policy and process engineering, and integration with platforms such as Microsoft Entra ID, enabling the State to achieve a secure, scalable, and audit-ready identity framework.

Key Responsibilities

· Design and implement IAM solutions across enterprise environments

· Develop identity lifecycle processes (joiner, mover, leaver)

· Create IAM policies, SOPs, and governance frameworks

· Perform access control design and RBAC

· Integrate systems with Microsoft Entra ID (Azure AD)

· Analyze and optimize IAM workflows and security processes

· Support Zero Trust architecture initiatives

· Deliver documentation and knowledge transfer

Required Qualifications

· 3+ years of IAM, cybersecurity, or IT security experience

· Experience with IAM program implementation and lifecycle management

· Hands-on experience with Microsoft Entra ID / Azure AD

· Experience in enterprise or government environments

· Strong process documentation and SOP development experience

Preferred Certifications

· CIAM

· CIMP

· Azure Security Certifications

Job Type: Full-time

Pay: $105,000.00 - $120,000.00 per year
