Experience
8 to 10 years of demonstrable, hands-on experience in Import-Export operations, specifically within a manufacturing Export-Oriented Unit (EOU).
Role Overview
We’re seeking a dynamic and self-driven candidate who will be responsible for ensuring 100% compliance with EOU/FTP regulations, Customs procedures, and other statutory requirements. This role requires in-depth knowledge and practical experience with the EOU scheme.
Key Responsibilities
1. EOU Compliance and Governance
- EOU Regulations: Ensure adherence to the latest Foreign Trade Policy (FTP) and specific regulations governing Export-Oriented Units (EOUs).
- Statutory Filings: Independently manage and execute all statutory and periodic filings, including:
- Annual Performance Reports (APR) with the Development Commissioner (DC).
- Quarterly Progress Reports (QPR).
- ADF calculations
- Filing for Block Period extensions and other essential approvals.
- Bond & Bank Guarantee Management: Oversee the utilization, reconciliation, and renewal of Customs Bond (B-17) and Bank Guarantees (BG) with the DC/Customs.
- Record Keeping: Maintain meticulous, audit-ready records of all import/export transactions, EOU entitlements, and consumption registers.
2. Import & Customs Operations
- Inward/Outward Operations: Handle the complete process for the duty-free import of raw materials, capital goods, and consumables under the EOU scheme.
- Filing of Bill of Entry (BoE) for Warehousing and Ex-Bond clearances.
- Liaison with Customs for clearance, assessment, and inspection.
- Deemed Exports/Local Procurement: Manage the compliance and documentation for local procurements under the deemed export benefit for EOUs.
3. Export Operations and Logistics
- Shipment Management: Oversee the end-to-end export process, including:
- Preparation of shipping documents: Commercial Invoice, Packing List, Certificate of Origin, etc.
- Filing of Shipping Bills (through ICEGATE/EDI).
- Coordination with CHA (Custom House Agent) and Freight Forwarders for timely vessel/flight bookings.
- EPCG/Advance Authorization (Desirable): While EOU is the focus, familiarity with the operational aspects and redemption/closure of other key schemes like EPCG and Advance Authorization is a plus.
Required Skills & Qualifications
- Educational Background: Bachelor's degree in Commerce/Logistics/Supply Chain Management, and a diploma/certificate course in Import Export Management.
- Industry Experience : Mandatory hands-on experience (7-10 years) managing Import-Export operations specifically in a Manufacturing EOU.
- Technical Knowledge:
- Knowledge of the EOU Scheme (Chapter 6 of FTP).
- Understanding of Customs Act, 1962 and associated regulations.
- Proficiency in the ICEGATE portal for e-filing.
- Soft Skills: Strong communication, negotiation, and interpersonal skills. High attention to detail and a proactive, problem-solving mindset.
- System Knowledge: Proficiency in MS Office and Tally Prime
