Key Responsibilities

Policy Research & Options Development

  • Analyzes the performance of existing indirect tax provisions against strategic, fiscal, and compliance objectives.
  • Develop policy options to address identified issues such as refund abuse, complex supply chains, exemptions, and zero-rating.
  • Quantifies expected revenue impact and administrative cost, including distributional and sectoral effects where applicable.
  • Prepares policy briefs and options papers with evidence, pros/cons, and implementation pathways, in liaison with key internal stakeholders to ensure operational and legislative feasibility.

Evidence Gathering & Field Insights

  • Translates operational pain points into policy or regulatory proposals, standard operating procedures, or clarifications where applicable.
  • Engages with Indirect Tax Audit and Compliance Risk teams to validate the practicality of proposed policy measures and assess likely taxpayer behavioral responses, ensuring alignment with operational realities and respective functional mandates.

Comparative & International Analysis

  • Benchmarks VAT/excise frameworks across GCC/OECD and selected jurisdictions; assesses alignment with other national tax and fiscal initiatives.
  • Monitors international developments (e.g., e-invoicing, platform economy, cross-border supplies, chains/refund safeguards) and assesses implications.
  • Identifies treaty and public international-law interfaces relevant to indirect tax design.

Drafting Support & Legal Coordination

  • Provides detailed policy inputs and structured guidance (policy objectives, scope, definitions, edge cases, transitional rules), supporting the translation of policy intent into legislative drafting.
  • Review draft legal texts and administrative guidance to confirm alignment with policy intent, enforceability, and practicality.
  • Coordinates with Tax Disputes and Legal Affairs on litigation trends to refine policy design and mitigate ambiguity.

Stakeholder Consultation & Communication

  • Plans and conducts targeted consultations with sector representatives, advisors, and affected ministries; synthesizes feedback into revised options.
  • Prepares plain-language policy notes and supports development of taxpayer guidance and outreach content for upcoming changes.
  • Documents internal consultation processes within the customer, including technical discussions, issue logs, and resolution rationales, and consolidates inputs to support MoF-led legislative or policy consultations.

Implementation Readiness & Systems Impact

  • Assesses the impact of policy proposals on registration, filing, payment, refund, risk rules, and audit processes in partnership with the respective operational and systems teams.
  • Works with IS/DT teams on data elements, validations, and reporting changes needed to operationalize policy.
  • Defines KPIs and evaluation plans for post-implementation review.

Reporting & Continuous Improvement

  • Produces regular periodic reports on policy pipeline status, expected fiscal/compliance impact, and dependencies.
  • Tracks outcome metrics post-change (yield, sustain rate of positions, dispute rates, processing cycle times) and recommends iterative improvements.
  • Maintain a knowledge base of comparative case studies, litigation themes, and sector analyses to inform future proposals.

Preferred Qualifications & Experience

Preferred qualifications

· Bachelor’s degree in Taxation, Economics, Law, Public Policy, Accounting, or related field.

· Master’s degree in Taxation, Economics, Public Policy, or Law is preferred.

· Professional certification (e.g., CTA, ACCA, CPA) or recognized policy/legislative drafting credentials is an advantage.

Preferred experience

· 16+ years’ experience in indirect tax policy, VAT/excise design, or closely related legal/economic analysis roles.

· Proven track record developing evidence-based policy options and supporting legislative/regulatory change.

· Experience interfacing with audit, disputes, and digital/IT on implementable policy solutions.

Technical & Other Skills

· Strong command of VAT/excise principles, international practices, and compliance behaviors across sectors.

· Ability to synthesize audit evidence, analytics, and stakeholder input into clear policy proposals and impact assessments.

· Skilled in drafting policy instructions, reviewing legal texts, and preparing concise briefs and consultation materials.

· Organized, detail-oriented, and effective at coordinating across policy, audit, legal, disputes, guidance, and IT functions.

Pay: QAR12,000.00 - QAR16,000.00 per month
