Job Description and Duties
The Office of Technology and Innovation (OTI) enables the DMHC to deliver essential services to the State of California through the use of information technology (IT). The systems OTI supports have become a valuable tool in the execution of DMHC’s business functions. OTI develops, maintains and supports multiple IT systems that include a vast variety of office automation tools, custom applications, public and internal web sites, low-code business intelligence tools, low-code application development tools, data analytics and the underlying IT infrastructure.
JOB SUMMARY
Under the general supervision of the Chief, Project Management Office (Information Technology Manager I), the Information Technology Business Analyst and Change Control Support will be responsible for gathering, reviewing, and documenting requirements for technical IT systems projects, including Enterprise Software Applications, Business Intelligence, and Enterprise Infrastructure.
The Information Technology Business Analyst and Change Control Support shall assess the suitability of information systems in terms of their intended outcomes and liaise with end users, software vendors and software developers and IT infrastructure team members in order to achieve these outcomes. The Information Technology Business Analyst and Change Control Support uses analysis and design techniques to solve business problems using information technology and may serve as a change agent who identifies the organizational improvements needed, design systems to implement those changes, and assist with training and motivating others to use the systems.The incumbent supports system testing, issue and action item management, and change management. Additional responsibilities include business analysis, requirements documentation, business process improvement, documentation of user guides and other artifacts that ensure OTI projects are successfully executed within best practices, and supporting the IT Change control functions which include but are not limited to supporting the change control lifecycle, tracking the priority and progress of projects and other requests to OTI, change intake, and implementation of changes in the production environment.

Working Conditions
The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.
This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.
