Remote Work / In-Office – This position is currently a hybrid of both in-office (3 days a week required in office and any mandatory in-office meetings) and remote work days (work must be performed in Utah). As a Manager of the Digital Transparency Team, you will serve as the frontline leader for a highly-skilled technical team dedicated to the development and maintenance of Utah’s primary public-facing platforms, including MyUtah.gov and mybusiness.utah.gov. You will balance "player-coach" responsibilities—providing direct technical mentorship while ensuring the team hits its delivery milestones.

This leader will ensure the team successfully supports other IT groups and state agencies, ensuring a seamless user experience through the Utah Design System, and maintaining a strict commitment to mobile-first development and ADA accessibility.

The manager will also collaborate with our internal purchasing and account management teams to provide administrative support for a suite of enterprise-level products. Serving as the primary internal point of contact, the manager will define administration processes, establish security protocols, and oversee user management.

This role requires a leader who leads by example, is willing to actively listen, and is dedicated to fostering a supportive culture where team members feel their voice matters.

Key Responsibilities


Leadership & Team Culture

  • Individual Development (IDP) Ownership: Own the professional development lifecycle for team members, including the creation of actionable performance plans and providing regular, high-impact coaching.
  • Conflict Resolution & Feedback Loops: Establish robust feedback loops to ensure technical and interpersonal hurdles are identified early and resolved constructively.
  • Resource Shielding: Serve as the primary filter for incoming requests, protecting the team’s bandwidth to ensure focus on high-priority enterprise goals.
  • Growth Mindset: Willing to push the team to stretch and grow to new heights, identifying development opportunities.
  • Culture of Excellence: Develop a systematic approach to recognizing excellence that reinforces the DTT’s role as a statewide standard-bearer.

Enterprise Standards & Service Delivery

  • Standardization: Drive the adoption of the new portals as the foundational standard for digital products across state agencies.
  • Budget & Vendor Oversight: Assist in the fiscal management of the DTT budget, including vendor relationship management with partners to ensure maximum ROI.
  • Cross-Functional Liaison: Act as the primary point of contact for agency IT Directors, translating their business requirements into technical roadmaps for the DTT.
  • Stakeholder Relations: Facilitate transparent and honest communication with IT partners and agency stakeholders by listening to their IT needs.
  • Relationship Management: Help our customers understand the business value of our products and services.

Qualifications


Essential Skills and Qualifications

  • Proven track record of leading and scaling high-performing, multi-disciplinary digital teams.
  • Exceptional communication skills with a demonstrated ability to build consensus among diverse agency leaders, IT directors, and executive stakeholders.
  • Advanced experience in budget management, resource allocation, and complex project prioritization within a large-scale Enterprise IT environment.
  • Proven success in conflict resolution and navigating sensitive negotiations to align agency needs with statewide digital standards.
  • A deep understanding of modern web standards, including the Utah Design System (UDS) and WCAG Accessibility requirements.

Supplemental Information

  • Employment contingent on passing a drug screening and a background check.
  • Risks found in the typical office setting, which is adequately lighted, heated, and ventilated (e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.).
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc. Special physical demands are not required to perform the work.
