Working primarily in the Business Technology Management domain, you’ll conduct in-depth research and analysis to support procurement decisions, develop innovative solutions to acquisition challenges, and collaborate with both internal and external stakeholders. You may also take on lead roles in procurement efforts, train evaluation team members, serve as the Procurement Card Coordinator, and provide guidance to less experienced staff. Department Information
Our department develops, maintains and operates FI$Cal, the statewide financial system. The FI$Cal system modernized how the state of California manages its finances and is one of the largest and most dynamic IT and business-transformation undertakings in California’s history. It eliminates the need for hundreds of independent legacy systems by combining the state’s accounting, budgeting, cash management, and procurement operations into a single financial-management system.

Desirable Qualifications
- Experience working with IT consulting contracts, including reviewing, processing, and monitoring contract deliverables.
- Experience preparing contract documents, such as Purchase Orders (PO), STD 213/STD 215 agreements, Statements of Work (SOW), and Requests for Offer (RFO).
- Experience utilizing DGS IT Leveraged Procurement Agreements.
- Experience applying state laws, policies, and directives,such as SIMM, SAM, Public Contract Code (PCC), State Contracting Manual (SCM), Tech Letters, and Broadcast Bulletins.
- Experience evaluating and assessing bids/offers, including reviewing vendor proposals for compliance, cost, and requirements alignment.
- Experience developing and documenting processes and procedures to support activities and improve workflow efficiency.

Statement of Qualifications
A Statement of Qualifications (SOQ) is required and must be submitted with your application. The SOQ serves as a documentation of each candidate’s ability to present information clearly and concisely in writing.
When completing the SOQ, you must title the page “Statement of Qualifications” and list the question, providing your answer below. When completing the SOQ please explain your answers thoroughly, including all relevant experience, education and training. The SOQ must be typed in 12-point Arial font and be no more than 3 pages in length with correct grammar use, punctuation and spelling. Your SOQ must address the following:

Basis of Eligibility:
