Job Description and Duties
• This is a 12-month limited-term position that may be extended to 24 months with the possibility of becoming permanent.

Working Conditions
- This position in located in the Riverpoint Marketplace area of West Sacramento (10 minutes from downtown), near the IKEA. Our building offers a free parking lot to employees and is within walking distance of numerous restaurants and shops.
Statewide travel (25%) with possibly overnight stays. Will be required work at remote facilities or incidents to affect repairs onsite, which can involve overnight travel. Hardware repair requires occasional lifting of PC’s and printers which should not exceed 40 pounds.

Desirable Qualifications
- IT Domain Knowledge: Proficiency in at least one of the six state IT domains.
- Knowledge of SDLC (System Development Life Cycle) and security principles.
- Ability to identify complex problems, evaluate alternatives, and recommend technology-driven solutions.
- State Information Technology Procurement experience.
- Contract Management.
- Project/Program budget management experience.
- Experience in elicitation, facilitation of joint application development (JAD) sessions, and gap analysis. Familiarity with the BABOK (Business Analysis Body of Knowledge) is highly desirable.
- Project Governance: Knowledge of the CDT Project Approval Lifecycle (PAL) (Stages 1–4) and experience managing Agile/Scrum or Waterfall project lifecycles.
- Documentation & Tools: Mastery of MS VISO for process mapping and Jira/Smartsheet for deliverable and risk management.
- Communication: Exceptional skill in translating technical information for non-technical stakeholders and executive leadership.

STATEMENT OF QUALIFICATIONS
1). Describe your experience managing IT projects through the California Department of Technology (CDT) Project Approval Lifecycle (PAL). Include your specific role in developing artifacts such as Project Charters, Work Breakdown Structures (WBS), and Risk Logs.
2). Provide a detailed example of a time you led Requirements Elicitation sessions for a complex technical initiative. How did you identify the gap between "as-is" and "to-be" workflows, and what steps did you take to ensure the final solution met business objectives?
3). Describe your experience developing Statements of Work (SOW) and managing IT vendor contracts. How have you monitored project performance against cost baselines and validated vendor invoices to ensure fiscal responsibility?
4. Describe your experience managing technical projects that fall outside the formal PAL process (e.g., hardware refreshes or maintenance). Additionally, discuss your familiarity with State of California IT Procurement standards and certifications.
