INFORMATION TECHNOLOGY SPECIALIST II

This position will report to the DMV Office in Covina and is based out of DMV Headquarters in Sacramento.

The Information Technology (IT) Specialist II provides advanced technical expertise and leadership in the administration, monitoring, and maintenance of statewide network infrastructure, supporting approximately 225 field office locations. The incumbent configures, maintains, and optimizes enterprise network systems, including Palo Alto firewalls, Cisco switches and firewalls, SD-WAN solutions, VPN connectivity, wireless access points, IPS/IDS systems, and other network devices.

This position also manages switches, VLANs, subnets, and port assignments to ensure proper segmentation and functionality, while also providing subject matter expertise across multiple concurrent projects and platforms to align technical solutions with business objectives. The incumbent monitors network operations to ensure reliability and availability, assists in the design and implementation of new features in an agile environment, and leads or independently performs advanced technical tasks to design, develop, test, integrate, implement, and maintain infrastructure systems. The role also involves maintaining complex WAN and LAN environments, diagnosing and resolving outages and performance issues to minimize downtime, and evaluating internal and external network performance concerns.

This position also requires significant travel in to offices across the state of California, as well as working in off hours when offices are not serving the public.

Working Conditions

The IT Specialist II position requires working in both office and field environments. The incumbent may be required to travel extensively throughout the state to support approximately 225 field office locations, which may include overnight stays. Work outside of normal business hours, including evenings, weekends, and holidays, may be necessary to perform system upgrades, resolve outages, or complete critical project tasks. Duties frequently involve working in telecommunications rooms, which may include confined spaces, elevated noise levels, or fluctuating temperatures, as well as standard office settings with extended periods of computer use. The incumbent must be able to carry and transport equipment, and remain available to respond to urgent network issues as needed.

The Department of Motor Vehicles (DMV) is a recognized leader in public service and has existed for over 100 years. The DMV is responsible for registering approximately 36 million vehicles in California, and serving 34 million driver license and identification card holders, collecting over $14 billion in annual revenue. The ideal candidate will have demonstrated experience supporting and administering enterprise network infrastructure, including firewalls, switches, SD-WAN, VPN, wireless access points, and related devices. Strong knowledge of VLAN management, subnetting, and port assignments is desirable, as well as the ability to monitor, troubleshoot, and optimize WAN and LAN environments across a large, distributed enterprise. The successful candidate should be adept at diagnosing outages, performing root cause analysis, and implementing lasting solutions to minimize downtime while ensuring compliance with state regulations and industry best practices.

Experience in leading or contributing to projects in an agile environment, integrating new technologies, and developing technical documentation, procedures, and training materials is highly valued. The position requires strong communication skills to effectively collaborate with customers, IT staff, vendors, and contractors, as well as the ability to provide clear guidance to non-technical stakeholders. Initiative, sound judgment, and the ability to balance multiple priorities in a fast-paced setting are essential, along with flexibility to travel, work after hours when needed, and adapt to evolving business needs.

Additional desirable qualities include: the ability to provide both network and desktop support, deliver user training, maintain hardware/software inventory, participate in disaster recovery planning and testing, and support hardware/software procurement. The position requires initiative, sound judgment, attention to detail, and the ability to manage multiple simultaneous priorities in a fast-paced environment.
