About this Role:

The Department of Health Care Services (DHCS) is seeking a highly skilled and visionary Lead Cloud Server Engineer (Information Technology Specialist III) to drive the modernization and optimization of DHCS’s hybrid infrastructure.
This position serves as the principal technical authority for the Department’s enterprise server and cloud infrastructure initiatives. Reporting directly to the Chief of the Cloud Business Solutions Branch, the incumbent provides expert-level guidance in the design, deployment, and optimization of hybrid environments (on-premises and cloud) with a strong focus on scalability, security, and operational excellence.
The Lead Cloud Server Engineer will spearhead DHCS’s efforts to migrate mission-critical workloads to Amazon Web Services (AWS) and Microsoft Azure, modernize enterprise patch management systems, and ensure alignment with rigorous state and federal IT security standards (including NIST 800-53, FIPS, HIPAA, and State of California SIMM/SAM policies).
As a key leader within ETS, the incumbent will collaborate with server engineers, architects, security staff, and external vendors to support statewide services relied on by millions of Californians. This is a high-impact role requiring advanced technical, architectural, and leadership capabilities.
The Lead Cloud Server Engineer (ITS III) serves as the technical leader for the Department of Health Care Services’ enterprise server and cloud infrastructure initiatives. Reporting directly to the Chief of the Cloud Business Solutions Branch, this role provides expert-level guidance on the design, deployment, and optimization of hybrid cloud environments, with a focus on scalability, security, and operational excellence. The incumbent will lead high-priority projects migrating on-premise workloads to AWS and Azure, oversee enterprise patch management modernization, and ensure compliance with state and federal IT security requirements. This position plays a critical role in supporting mission-critical DHCS systems that serve millions of Californians.

The Enterprise Technology Services Program (ETS) is responsible for designing architecting, building and delivering secure innovative solutions and services that drive health care quality and for information technology (IT) strategy formulation, enterprise architecture, enterprise portfolio management, and enterprise governance. ETS delivers customer service by providing a secure, reliable IT environment to support the program and administrative objectives of the Department of Health Care Services (DHCS), the Health and Human Services Agency, Office of Health Information Integrity, and Office of the Patient Advocate. ETS establishes IT policy and standards and ensures compliance with state and federal laws and regulations regarding the use of IT and the safeguarding of electronic information; supports a complex portfolio of program systems.

Special Requirements

The Statement of Qualifications (SOQ) is a narrative description, not a résumé, and must address each of the numbered items below. Your responses should be clear, concise, and include specific examples of your education, training, and experience. The SOQ should be no more than two (2) pages, 12-point font, and single-spaced.

In your SOQ, please address the following:

1) Describe your experience (including total years) designing, implementing, and maintaining enterprise server, backup and storage infrastructure.
Include details about your work with VMware vSphere, Microsoft Windows Server, SCCM, InfoBlox, Rubrik, and NetApp (versions, scale of environment, and complexity).

2) Describe your experience (including total years) planning, deploying, and administering solutions in Amazon Web Services (AWS), Microsoft Azure, or other cloud platforms.
Include any hybrid cloud architecture, cloud storage, and cloud migration projects you have led or supported. Also, include any cloud migration projects that involved moving workloads from either on-premise or cloud VMware environments.

3) Describe your experience integrating server or cloud solutions with enterprise network infrastructure and firewall configurations.
Include any work with load balancers, VPNs, or secure connectivity solutions.

4) Describe your experience automating server or cloud deployments using tools such as Terraform, Ansible, PowerShell DSC, or similar.
Include any work with CI/CD pipelines or container orchestration platforms such as Docker or Kubernetes.

5) Describe your experience implementing solutions that align with compliance frameworks such as NIST 800-53, FIPS, SIMM/SAM, or HIPAA.
Include examples of how you ensured security and compliance in your solutions.

6) Describe how you have provided technical leadership, mentoring, or training to other engineers or administrators.
Include examples of technical documentation, architectural diagrams, or standards you have developed.

  • Advanced technical expertise in the design, administration, and optimization of hybrid server environments, including:
    • VMware vSphere/ESXi

    • Active Directory and Citrix Cloud environments

    • SCCM
    • Rubrik
    • NetApp
    • Terraform for IoC
  • Cloud architecture and migration experience with AWS and/or Microsoft Azure, including experience with EC2, VPC, IAM, S3, security groups, and hybrid connectivity (VPN/Direct Connect/ExpressRoute).
  • Expert-level knowledge of IT security and compliance frameworks, including NIST, FIPS, HIPAA, and California’s SIMM/SAM.
  • Experience modernizing enterprise patch management platforms (e.g., SCCM, WSUS, Azure Update Management, Tenable).
  • Strong problem-solving and analytical skills, especially for troubleshooting complex infrastructure issues.
  • Exceptional communication skills, with the ability to clearly and concisely convey technical concepts to a variety of audiences, including leadership.
  • Demonstrated leadership capabilities, including mentoring peers, guiding technical teams, and representing infrastructure initiatives in executive or cross-functional settings.
  • Experience with disaster recovery planning, backup systems, and operational continuity for critical public-sector services.
  • Ability to manage multiple complex projects simultaneously while adapting to changing business priorities and timelines.

Telework and Salary Information

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
