Job Description and Duties

The California Air Resources Board (CARB) is a dynamic and innovative leader in setting and implementing controls to protect and improve air quality for the citizens of California. The Board's scientific and technical programs rely extensively on web-based information systems. The mission of the Office of Information Services (OIS) is to leverage the most effective information technologies available to achieve CARB's program goals. This mission includes ensuring that such technologies are professionally managed, properly maintained and secured, and efficiently utilized.
The OIS Project Management Office Branch (PMO) is responsible for leading the most complex CARB IT projects and contracts. CARB’s IT PMO branch manages an average of more than $100 million in IT projects each year and promotes the use of standardized project management methodologies, business analysis methodologies, and best practices throughout the organization. The PMO branch is also responsible for best practices in organizational change management and lean processes. The PMO plans, controls, and executes CARB’s IT projects, ensuring that CARB complies with California Department of Technology (CDT) policies and requirements. CARB is looking for an experienced information technology individual to fill an Information Technology Supervisor II (IT Sup II) to work as the Senior Project Manager (Sr. PM). The Sr. PM will manage varying complex IT projects through project lifecycle stages, while adhering to CDT’s policy, Project Approval lifecycle, California Project Management Framework and other Statewide Information Management Manual (SIMM) requirements. The IT Sup II will interact with other program managers, CDT and Department of Finance (DOF) representatives, and CARB’s executive office to acquire project approval for proposed IT projects. The IT Sup II will coordinate with program leads to develop project approval lifecycle documents and artifacts for submission to CARB Executive, California Environmental Protection Agency (Cal EPA), and CDT for project approval.

The IT Sup II is responsible for leading all aspects of successful IT project delivery, including risk and issue management, managing scrum teams, removing business and technical blockers to project success, and representing CARB in various internal and external meetings. In addition to directing the activities of project teams, the IT Sup II will manage staff and vendors in support of PMO efforts and will also lead, provide oversight, and provide direction. The IT Sup II ensures that IT project expenditures are driven by, and responsive to, the compelling business needs of CARB programs in achieving the mission of the Department.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
