The Infrastructure & Wet Utilities Head is responsible for leading, managing, and overseeing the planning, design, project management, and construction of infrastructure and wet utilities systems, including water supply, wastewater, stormwater, irrigation, and firefighting networks. The role ensures projects are delivered in compliance with client requirements, regulatory standards, quality expectations, schedules, and approved budgets.
Key Responsibilities:
- Lead and manage all infrastructure and wet utilities projects from concept, design, tendering, construction, and handover stages.
- Apply professional project management methodologies in line with PMP standards to achieve project objectives related to scope, time, cost, quality, and risk.
- Oversee the preparation and review of master plans, design reports, construction drawings, shop drawings, and as-built drawings for water, sewerage, stormwater, irrigation, and firefighting networks.
- Manage multidisciplinary teams of engineers and technical staff, acting as Head of Infrastructure and Resident Engineer when required.
- Prepare and review technical proposals, project management plans, tender documents, procurement reports, cost estimates, payment schedules, and value engineering studies.
- Conduct tender evaluations, prequalification assessments, and contractor/consultant selection processes.
- Monitor and control project performance against approved schedules and cost baselines, including reporting KPIs and overall project status.
- Coordinate and lead technical meetings with clients, stakeholders, contractors, developers, and relevant authorities (e.g., municipalities, utilities authorities).
- Ensure compliance with local authority regulations, international standards, and best engineering practices.
- Review and manage hydraulic modeling and analysis using industry-standard software (e.g., Water CAD, Sewer CAD, Primavera, MS Project).
- Oversee construction supervision activities, ensuring QA/QC implementation, safety compliance, and adherence to approved designs.
- Provide technical leadership in pipeline construction, rehabilitation, relocation works, and utility coordination.
- Support value engineering initiatives to optimize project cost, constructability, and operational efficiency.
- Manage risk identification, mitigation, and control throughout the project lifecycle.
- Support training, mentoring, and performance development of engineering teams.
- Interface with utility authorities on approvals, inspections, testing, commissioning, and handover.
