Anticipated Duration of the Engagement:Mandatory Qualifications:

  • Level II- Between four (4) and seven (7) years of experience as a Trainer
  • 4-7 yrs hands-on experience creating content and delivering training for products across various audiences and technologies; creating content readied for various mediums – print, eLearning, OnDemand videos, and others job aids, including SCROM compliant training content

Desirable Qualifications:

  • 4-7 yrs Health and Human services experience
  • 4-7 yrs experiecne creating and evaluating assessments and track KPIs (formative and summative) to measure learner comprehension and training effectiveness.
  • 4-7 yrs experience with WCAG to ensure inclusive learning for all user groups
  • Certification in instructional design, eLearning development, or adult learning strategies (e.g., ATD CPTD or Prosci certification preferred)

Travel/Part Time/Duties/Responsibilities:
CURRICULUM & INSTRUCTIONAL DESIGNER The New York State Integrated Eligibility System (IES) Program is seeking a Curriculum & Instructional Designer to lead the creation of engaging, accessible, and outcomes-based training content that supports the adoption of new systems and business processes across human services programs. This role is critical to ensuring users from state level staff to local districts have the knowledge, tools and confidence to navigate change successfully through learning new technologies and capabilities. The Instructional Designer will be responsible for multifaceted training needs – various training models (online, on demand, live) creating the content and training itself partnering with others. The resource will need to be able to create various training content - SCROM-compliant eLearning module, OnDemand video content, interactive guides and blended learning resources that support various products across our platforms – Fair Hearings, Child Support, Financials and Eligibility, and/or other key programs. The ideal candidate brings a background in instructional design, a strong command of learning technologies and adult learning theory, and a passion for public service. They will work closely with SME's project leaders, and change management teams to deliver high quality, measurable learning experiences that reinforce statewide transformation efforts.Key Skills:
-Proficiency in instructional design methodologies and models, with hands-on experience on training various audiences and using eLearning authoring tools and systems (e.g., Articulate Storyline, Adobe Captivate, SLMS, etc. ).
-Ability to create the curricula and content with accessibility standards to design inclusive learning

Key Responsibilities:

  • Design and develop instructional materials using adult learning principles and instructional design models (e.g., ADDIE, Bloom's Taxonomy)
  • Manage instructional design projects, ensuring timely delivery and alignment with program objectives.
  • Collaborate with SMEs to gather content, validate instructional materials, and ensure alignment with learning objectives.
  • Utilize State or County issued LMS platforms for course development, tracking and reporting.
  • Ensure instructional materials meet accessibility standards to accommodate diverse learner needs.

Job Types: Full-time, Contract

Pay: $40.00 - $50.00 per hour

Expected hours: 40 per week
