Project Manager & Lead Instructional Designer (1 FTE)Summary

The Project Manager & Lead Instructional Designer oversees all instructional design and development activities supporting transit operations, maintenance, and safety programs. The role ensures all training initiatives meet technical, operational, and regulatory standards common to large transit organizations.

Major Duties and Responsibilities

  • Lead the end-to-end instructional design process, ensuring all learning materials align with industry standards and operational competencies.
  • Collaborate with subject matter experts (SMEs) to define clear, measurable learning objectives.
  • Develop and maintain project timelines, Gantt charts, and milestone tracking tools.
  • Communicate proactively with leadership and stakeholders on project progress and deliverables.
  • Oversee quality assurance reviews for content accuracy, accessibility (WCAG 2.2), and instructional effectiveness.
  • Coordinate cross-functional teams of designers, developers, and SMEs to ensure project cohesion.
  • Manage evaluation efforts and report data-driven outcomes to support continuous improvement.
  • Serve as the primary point of contact for all deliverables, staffing, and project performance.

Minimum Qualifications

  • Master’s degree in Instructional Design, Education, or related field.
  • Seven or more years of instructional systems design experience.
  • Four or more years of project management and stakeholder communication experience.
  • Two or more years leading instructional design teams.
  • Proficiency in ADDIE methodology and adult learning theory.
  • Expertise in Adobe Captivate (Classic and/or New).
  • Knowledge of WCAG 2.2 accessibility standards.
  • Experience developing multi-week training programs for technical or field personnel.
  • Transit experience required — direct experience designing or managing training for transportation, infrastructure, or safety-regulated operations.

Preferred Qualifications

  • PMP or equivalent project-management certification.
  • Background managing large-scale instructional design initiatives for public transit or transportation systems.

Job Types: Full-time, Contract, Temporary

Pay: $70.00 - $75.00 per hour
