HIRING SALARY RANGE: $57,364 – $61,800

Description of Duties:


Budget Management and Execution: Requires an understanding of budget procedures, state and federal regulations, and operational policies to assist the Accounting Manager and/or Associate Vice Chancellor of Finance in reviewing and amending the NCSSM department budgets.


  • Interpret fiscal and general managerial policies, planning, organizing, and performing budget analytics. Conveying budget information and maintaining good working relationships with peers and departmental facilitators, as well as external partners.

  • On a day-to-day basis, work with departments on routine budget requests and questions. With a clear understanding of budget objectives, expected results, and timetables, procedures such as journal entries, cash receipts, cash transfers, and budget revisions are performed and reviewed carefully for completeness and accuracy before submitting for approval from the Accounting Manager and/or Associate Vice Chancellor for Finance.

  • Assist with year end close out. This requires reviewing guidance from the Office of the State Controller (OSC) on carryforward and other close out procedures and implementing them within the given timeframes.

  • Analyze budget reports, draft over budget notices, fund reconciliation notifications, and ad-hoc reports for internal customers. Occasionally responsible for preparing analyses and responses to requests for information from external customers including, but not limited to, the UNC System Office and the Office of State Budget and Management.

Position Review and Approval: Requires an understanding of the organization’s budget as well as the state and federal guidelines for using funds to create or adjust positions budgets.


  • Maintain the salary control for the organization in Integrated Budget Information System (IBIS) making sure that it matches what HR and the business office are reporting out to departments (BO149).

  • Review positions for budget availability and work with management and Office of State Budget Management (OSBM) to determine the best course of action to adjust the budgeted salary.

  • Review and approve all salary budget requests and maintain temporary budget balances for each department.

  • Liaison between NCSSM and OSBM for position adjustments and creation.

Ability to involve the supervisor as necessary when dealing with issues to determine the most appropriate course of action.


Problem Solving: Ability to identify and acknowledge basic components of delivery systems. Ability to seek resolution to problems. Ability to implement standard course(s) of action to resolve a problem within established timeframes and administrative and technical requirements. Ability to involve the supervisor as necessary when dealing with issues to determine the most appropriate course of action.


Consulting/Advising: Ability to listen to customers to identify needs or problems. Ability to convey customer needs to others involved. Ability to offer suggestions to resolve problems or issues. Ability to present appropriate issues to internal management, using clear and concise written and oral communication.


Client/Customer Service: Ability to identify both internal and external customers. Ability to respond to customer needs within established parameters. Ability to be accessible to the customer and to provide prompt, attentive service. Ability to listen carefully and check for understanding of customer needs. Ability to demonstrate courteous actions and follow the organization’s established protocol for customer service.


Education and Experience:


Bachelor’s degree in public administration, business administration, accounting, or related discipline; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.


Management Preferences:


  • Knowledge and application of OSHR policy and procedures.

  • Training in OSC Integrated HR Payroll System (Beacon).

  • Working knowledge of the North Carolina Financial System (NCFS).

  • Two years of directly related work experience.
