The Instrument & Control Inspector is responsible for supervising, inspecting, and verifying all I&C installation, testing, and commissioning activities at a CCGT power plant construction site. The role ensures compliance with project specifications, international standards, HSE regulations, and quality requirements. The inspector acts as a key interface between EPC contractors, consultants, and the client to ensure timely and accurate execution of the project.
Inspection & Supervision
- Inspect installation of all I&C systems including transmitters, analyzers, sensors, control valves, actuators, DCS/PLC systems, vibration systems, and gas turbine instrumentation.
- Supervise field instrumentation works such as cable tray installation, routing, glanding and termination, loop checks, impulse tubing, junction box installation, etc.
- Review and approve contractor ITPs, method statements, and material inspection reports.
- Monitor installation of control panels, marshalling cabinets, and local control units.
B. Testing & Commissioning
- Witness and verify calibration of field instruments.
- Review loop check sheets, cause & effect verification, function tests, and signal integrity tests.
- Participate in pre‑commissioning and commissioning of control systems (DCS, PLC, ESD, and turbine control systems).
- Ensure proper integration between Gas Turbine Control System (GTCS), HRSG control, and plant DCS.
C. Quality Assurance & Documentation
- Ensure all I&C works comply with project specifications, P&IDs, wiring diagrams, hook‑up drawings, and vendor documents.
- Prepare detailed inspection reports, NCRs, punch lists, and follow-up for closure.
- Maintain accurate documentation for QA/QC audits and handover packages.
D. Coordination & Interface Management
- Coordinate with EPC contractors, consultants, OEMs, and construction teams.
- Participate in site progress meetings and provide technical input for I&C issues.
- Ensure proper interface with mechanical, electrical, civil, and commissioning teams.
E. Health, Safety, and Compliance
- Ensure all site I&C activities adhere to Oman HSE standards and project safety regulations.
- Report unsafe conditions and ensure corrective actions are implemented.
Required
- Diploma or Bachelor’s Degree in Instrumentation & Control Engineering / Electrical Engineering.
- Minimum 5–10 years’ experience in I&C inspection roles for power plant projects.
- Strong experience in Combined Cycle Gas Turbine (CCGT) or large industrial plants.
- Familiarity with international standards (IEC, ISA, API, NFPA, ISO).
- Hands-on experience with DCS/PLC systems (Siemens, GE, Mitsubishi, ABB, Emerson, etc.).
- Strong understanding of P&IDs, loop diagrams, block diagrams, wiring drawings.
Preferred
- Experience with OEM gas turbines (GE, Siemens, Mitsubishi).
- QA/QC certification (e.g., ISO 9001 , CSWIP , or equivalent).
- Previous GCC or Oman project experience.

5. Working Conditions
- Site-based position in Oman with rotation or standard site working hours (based on project policy).
