General Statement of Duties
Incumbent performs complex professional, technical and difficult administrative work overseeing and directing all operations of Solid Waste Services including Sanitation Services, Sanitary Landfills, Site Development, Utilities, Recycling, and Sewer Construction.
Distinguishing Features of the Class
An employee in this class is responsible for planning, managing, marketing and directing all operations of the Integrated Solid Waste Departments, including, Sanitation, Recycling, and Sewer Divisions. Employee is also responsible for providing oversight and assistance to County Commissioners relative to Site Development and Utilities construction. Work is performed under general supervision of the County Manager.

Assists employees with interpreting and understanding the Personnel Resolution.
Assists in planning, organizing and directing County Household Hazardous Waste activities.
Attends Department Head meetings as required.
Attends local interest group meetings to promote Public Services department.
Attends meetings with County officials, as well as Federal and State conferences.
Audits the preparation and submission of annual facility reports to State agencies.
Ensures that all Federal and State reports are completed.
Ensures that the collection of solid waste is operating at an efficient level.
Establishes and maintains effective working relationships with State and County employees, public officials, elected officials and the general public.
Evaluates needs for services and recommends or implements appropriate programs; assesses current operations and determines future needs.
Hire, train, supervise and evaluate the work of subordinate staff.
Informs the Board of Commissioners, County Manager, Human Services agencies and the general public of any changes in programs or services.
Investigates and responds to citizen inquiries and complaints.
Keeps abreast of environmental, waste disposal and landfill legislation/regulations.
Keeps County Manager and elected officials informed of new laws, rules and regulations.
Oversees and participates in County sewer construction and site development related projects.
Oversees landfill operations; ensures compliance with federal, state and local environmental regulations and applicable permit requirements.
Oversee recycling operations; research recycling markets, works with market representatives and negotiates material pricing and processes monthly invoicing and accounts receivables.
Oversees public education for the department; plans, organizes, schedules and coordinates all special promotion events.
Oversees solid waste collections from recycle centers; monitors the collection of waste from collections sites, schools and governmental entities.
Oversees the departmental budget, grants, and recommends user fees.
Oversees the preparation of updates to the County’s Solid Waste Management Waste Reduction Plan and reviews the recycling and waste reduction programs.
Plans, coordinates, negotiates, and administer agreements pertaining to engineers and architectural services.
Plans, organizes and directs recycling, transit, and sanitation and oversees solid waste, vehicle maintenance, site development and utilities construction.
Plans, organizes and directs the activities of a comprehensive solid waste management program including landfills, waste reduction and recycling collection and processing.
Prepares departmental budget and monitors expenditure, including annual operating and capital expenses for Public Services departments.
Prepares monthly reports for County Manager and Board of Commissioners as required.
Receives and responds to citizens’ inquiries and complaints. The job covers seven days a week and sewer can be 24 hours a day.
Works with County Management and Board Members to establish long and short-term goals for the department.
Performs other related duties as required.

Physical Requirements
Must be able to physically perform the basic life operational support functions of walking, talking, standing, climbing, balancing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, lifting, fingering, grasping, feeling, hearing, and repetitive motions.
Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
Must possess the visual acuity to perform visual inspection of small defects or parts, operation or inspection of machines.
Must be able to work in both inside and outside environmental conditions.
Must be able to work in noisy conditions.
Must be able to work in conditions that are subject to vibration.
Must be able to work in conditions that are subject to hazards, including a variety of physical conditions such as proximity to moving mechanical parts, electrical current, working on scaffolding and high places, exposure to high heat, or exposure to chemicals.
Must be able to work in conditions that are subject to atmospheric conditions that affect the respiratory system of the skin such as fumes, odors, dusts, mists, gases, or poor ventilation.
Must be able to work in conditions that are subject to oils.
May be required to wear a respirator.
Do not, crawl space, shafts, manholes, small, enclosed rooms, small sewage and water line pipes, and other areas which could cause claustrophobia. This is contracted out.
Must be able to function in narrow aisles or passageways.
Must be able to work in conditions that are subject to contact with potentially infectious bodily fluids.
Must be able to physically perform the basic life operational support functions of standing, walking, fingering, talking, hearing and repetitive motions.
Must be able to perform light work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
Must possess visual acuity necessary to prepare and analyze data and figures, perform accounting, operate a computer terminal and perform extensive reading.
Must have SWANA Molo certification, Wastewater 2 Certification.
Education and Experience
SWANA MOLO certified, public supervisory training, business administration or related field; or an equivalent combination of education and experience or related field and extensive experience in public works and/or utilities, At least 20 years of solid waste management or related area including some administrative experience.
Licenses and Certifications
Valid North Carolina driver’s license
SWANA MOLO certification, Wastewater certification grade 2
