POSITION SUMMARY
Intelligence & Research Analyst
The Intelligence & Research Analyst is responsible for receiving and analyzing information of a confidential nature, placing pertinent facts in proper relationships, evaluating and vetting the information, and writing comprehensive reports based on available data. The Analyst will query multiple investigative and intelligence databases, along with open-source records, in response to requests for information from local, state, and federal law enforcement agencies. The Analyst will also receive tips relating to drug, terrorism, and criminal activity and evaluate the information before forwarding to the supervisor or appropriate personnel for follow-up inquiry.
The Analyst will be responsible for the gathering and analysis of intelligence information from multiple sources to develop analytical work products for law enforcement’s use in anticipating, preventing, investigating, and monitoring criminal activity. They will be responsible for collaboration with federal, state, and local law enforcement partners and the development and delivery of briefings and presentations to target audiences in the intelligence community.
The Analyst will be a partner of the Pennsylvania Criminal Intelligence Center (PaCIC) and will be required to pass a background check for a security clearance. They will work at PaCIC up to one day a week to maintain relationships and obtain training and support as needed.
This position will utilize NightHawk and/or similar solution to analyze cell phone and call detail data and to make maps. They will produce demonstrative evidence for trials and create redactions on audio and video recordings for attorneys as needed. The Analyst will also review Cellebrite data for detectives and officers as needed.
This position will work standard office hours of 8:00 a.m. to 4:30 p.m., however, we do recognize the ability to work with law enforcement officers will require flexibility to work earlier and later in the day and weekends. This position will allow for the use of comp time.
This position requires a bachelor's degree from an accredited institution, preferably in Criminal Justice or the administration of justice. In addition, a minimum of one year experience working as an Intelligence/Research Analyst in law enforcement is preferred.

ESSENTIAL REQUIREMENTS, DUTIES AND RESPONSIBILITIES
A. Research and summarize criminal justice and open-source records.
B. Comprehend vast quantities of complex data and communicate its content to others.
C. Evaluate information for meaning, source reliability, content validity, and relevance prior to its use and storage.
D. Use NightHawk, Cellebrite, and miscellaneous video and audio editors to create products for officers and attorneys.
E. Evaluates records of communication, such as telephone calls and text messages, cell tower data, for indicators of criminal association and to plot criminal activity.
F. Develops timelines, tables, charts, graphs, diagrams, and maps to determine trends, identify patterns of criminal activity, link individuals, and determine structures and relationships.
G. Author written intelligence products and target profiles that document the results of intelligence analysis and are tailored to the requestor’s needs.
H. Requires multitasking, prioritization abilities, critical thinking, and independent judgement to produce oral or written reports and accomplish assignments.
I. Performs any other duties or work as required or as assigned by a supervisor.
J. Must maintain JNET CLEAN certification.
