Background

The Revenue Mobilisation, Investment and Trade (REMIT) Programme, funded by the UK’s Foreign, Commonwealth & Development Office (FCDO) and implemented by Adam Smith International (ASI), provides technical assistance to the Government of Pakistan to improve the business environment, attract investment, and support sustainable economic growth.

In August 2025, the Government of Pakistan launched the New Energy Vehicles (NEV) Policy 2025–30, aimed at accelerating the transition to electric mobility and clean energy. A central pillar of this transition is the development of a domestic lithium-ion battery manufacturing ecosystem, which is critical for electric vehicles, energy storage systems, and renewable energy integration.

REMIT is providing technical support to develop a dedicated policy framework for lithium-ion battery manufacturing, storage, and disposal in Pakistan. As part of this effort, REMIT seeks to engage an International Expert to bring global best practice, technical depth, and strategic guidance to the policy design process.


Job Summary

The objective of this assignment is to provide international technical expertise to support the Government of Pakistan in designing a policy framework for lithium-ion battery manufacturing, aligned with global market dynamics, technology trends, and safety standards.

The international expert will support in designing a globally competitive and investment-ready lithium-ion battery manufacturing policy by bringing international experience and lessons learned from comparable markets. The expert will advise on structuring localisation pathways, de-risking mechanisms, and standards frameworks that align with global investors’ expectations. The expert will also help ensure that Pakistan’s policy, regulatory, and implementation approach is credible, bankable, and aligned with international best practice to attract investments. The International Expert will further ensure that Pakistan evaluates the appropriate mix of energy storage options, particularly in a context where energy storage is predominantly behind-the-meter, and links policy choices with raw material availability, global supply chains, and evolving battery technologies. The expert will also provide technical quality assurance for the proposed policy roadmap and present key findings and recommendations to senior government leadership, including the Prime Minister.


Duties and Responsibilities

The International Expert STTA will be responsible for providing strategic, technical, and quality-assurance support for the development of Pakistan’s lithium-ion battery manufacturing policy. Key duties and responsibilities include:

  • Provide strategic technical guidance on global lithium-ion battery manufacturing trends, emerging battery chemistries, and evolving energy storage technologies relevant to electric mobility and energy systems.
  • Assess and advise on the appropriate mix of energy storage solutions for Pakistan, with particular attention to the country’s predominantly behind-the-meter storage landscape, grid constraints, and renewable energy integration needs.
  • Analyse global and regional battery value chains, including manufacturing ecosystems, cost structures, demand trends, and competitive positioning, to inform Pakistan’s policy and localisation strategy.
  • Evaluate raw material requirements and supply chains, linking battery manufacturing policy options with global mineral markets, import dependencies, supply risks, and opportunities for downstream value addition.
  • Benchmark Pakistan’s proposed policy framework against international best practices, peer countries, and leading battery-manufacturing jurisdictions to ensure competitiveness and credibility.
  • Provide technical quality assurance across key analytical outputs, including market assessments, localisation roadmaps, standards frameworks, and investment incentive proposals.
  • Advise on international safety, quality, and performance standards for lithium-ion batteries, including certification, testing, and compliance mechanisms aligned with global norms.
  • Support the design of a practical and implementable policy roadmap, ensuring coherence across technology choices, industrial policy objectives, investment incentives, and regulatory frameworks.
  • Contribute to the development of a localisation and implementation roadmap, covering cell manufacturing, module assembly, and battery pack integration, with realistic sequencing and timelines.
  • Provide strategic inputs on investment de-risking considerations, including technical, market, and supply-chain risks relevant to early-stage battery manufacturing investments.
  • Deliver executive-level briefings and presentations, including a final presentation of key findings and recommendations to senior government leadership and the Prime Minister.
  • Work closely with REMIT’s technical team to ensure alignment, consistency, and policy relevance across all deliverables.


Qualifications and Experience

  • Minimum 15 years of professional experience in lithium-ion batteries, energy storage systems, electric mobility, or advanced manufacturing policy.
  • Demonstrated experience working on battery manufacturing ecosystems, global supply chains, or clean energy transitions.
  • Strong understanding of raw material sourcing, mineral processing, and battery value-chain localisation.
  • Proven track record of advising governments, international organisations, or large-scale industrial programmes.
  • Prior experience working in emerging markets and with donor-funded technical assistance programmes is highly desirable.
  • Support the prioritisation, sequencing, and ownership framework for proposed policy, fiscal, and standards interventions to ensure feasibility and implementability of the final policy roadmap.
  • Participate in and technically support stakeholder and investor-facing consultations, including reviewing feedback and ensuring its appropriate incorporation into the finalised policy recommendations and approved roadmap.

Reporting line

  • The International Expert will work closely with REMIT team and will report to REMIT Team Lead and Investment Climate Lead. The assignment will require close engagement with key governments stakeholders along with presentation and review of deliverables by REMIT team, FCDO and other key stakeholders.
