ABOUT THE POSITION






The County of Riverside’s Assessor/ Clerk Recorder has an opportunity for an IT Applications Developer II in Riverside.

The IT Applications Developer II will support developing project specifications and application design from direct customer input or specified end user requirements and writing and testing programming code to create new business applications and interfaces or maintain/modify existing business enterprise systems. Additional responsibilities will include, but not limited to, troubleshooting application performance issues related to Microsoft SQL databases, supporting data-warehousing and ETL projects, and administration and integration of applications with existing systems.

The most competitive candidates will possess strong SQL skills preferably using MS SQL Server Database and a thorough understanding of Software Development Lifecycle (SDLC) methodologies, Waterfall/Agile experience, comprehensive understanding of enterprise architecture, coding experience in Blazor, familiarity working within a Linux environment, document management systems and interfaces, and strong knowledge of PowerShell and Microsoft DevOps. Additionally, applicants that possess data modeling experience, specifically logical, conceptual, and physical model development for large scale business enterprise systems are highly desired.

Required: Applicants must have two years of experience within the last three years coding in C#, Microsoft SQL Server, JavaScript frameworks, HTML, and .Net Core for back-end development for business enterprise systems.


Meet the Team!

Assessor - County Clerk - Recorder(ACR), The ACR has a staff of over 375 employees located in offices throughout Riverside County. The Assessor is responsible for locating, identifying and valuing all taxable property in Riverside County. The Recorder is responsible for providing the public with constructive notice of private acts and creating and maintaining custody of permanent records for all documents filed and recorded in Riverside County. The County Clerk services range from issuing marriage licenses and performing marriage ceremonies to accepting filings of Fictitious Business Name Statements. The Records Management Archives Program (RMAP) unit provides professional records management services and the Archives Program provides public access to the history of Riverside County.

EXAMPLES OF ESSENTIAL DUTIES

  • Develop project specifications and application design from direct customer input or specified end user requirements.

  • Develop and maintain business applications; gather and determine user requirements.

  • Generate, develop, and modify reports for management and stakeholders; write reports and queries when needed.

  • Synchronize data and ensure data is transferable; extract data and customize based on server requirements.

  • Troubleshoot system issues and make recommendations for solutions.

  • Research new technology and determine best products for web applications.

  • Write and test programming code to create new business applications and interfaces, or maintain/modify existing business applications.

  • Conduct business and systems analysis on development projects.

  • Create and modify tables and store procedures; perform daily data integration between new and existing applications.

  • Perform data modeling.

  • Prepare technical documents (e.g., process specifications, diagrams, and flow charts) and user manuals; update documentation.

  • Research, evaluate, and test proposed network products, product versions, and systems solutions.

  • Develop quality standards based on industry standards and evaluation of available technology and resources.

  • Coordinate version and change control processes and procedures.

MINIMUM QUALIFICATIONS

Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (IT job-related experience may substitute for education on the basis of 30 semester or 45 quarter units equaling one year).

Experience: Two years of IT job-related experience, preferably with the County of Riverside.

Knowledge of: The principles, methods, and techniques used in the course of work for the IT Applications Developer series; principles and techniques applied to IT devices, applications and systems; principles of organization and administration; the principles of documentation and recordkeeping, storage and retrieval.

Ability to: Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees and the public; communicate effectively with people at all organizational levels.

Required IT-Related Skills: Writing code and scripts; writing process descriptions; prepare flow process diagrams and other design graphics; application of industry and corporate standards and conventions; installation, testing, and migration process and techniques; quality and version control processes; writing and modifying technical documentation; using Software Development Life Cycle (SDLC) methodologies.

Preferred IT-Related Skills: Project specification development; application design; writing and modifying user documentation; data modeling techniques.
