The IT Assistant Director - Data and Digital Services oversees data and digital services and directs operations of the Information Technology Services Department. Job duties are at the discretion of the Department Director or designee. Under general direction, the employee performs complex assignments requiring extensive initiative and independent judgment to ensure that services are provided with the maximum effective use of personnel and operational functions are accomplished in accordance with applicable rules, regulations and laws.
The role includes overseeing daily functions and supporting the Director with short and long-term strategies meeting existing and future capacity needs. The role requires close collaboration with various teams and vendors to manage, support, and implement new initiatives and support existing solutions. This includes managing both people and processes to achieve the Department's goals, contributing to the overall success of the organization.
This is a non-classified "at-will" position and is not subject to Civil Service Rules or any collective bargaining agreement.

This job classification is in Management Category I for benefits purposes, which includes Ten (10) additional management vacation days per calendar year and a monthly vehicle allowance of $390.00.

Plans, coordinates, manages, supervises, and oversees the activities and operations for administrative and or technical operations of the Department and heads major initiatives.

Additional responsibilities include performance management, strategic planning, financial forecasting, contract negotiation, and development of technology roadmap engaging business and executive leadership. The IT Assistant Director role will establish and maintain regular written and in-person communications with the organization’s executives, decision-makers, stakeholders, department heads, and end users regarding pertinent infrastructure activities.

Manages the work of assigned personnel; delegates and reviews work assignments; hires, trains, and evaluates employees.

Establishes goals, objectives, and work plans; oversees the design and development of a wide variety of programs and projects related to assigned areas.

Recommends, oversees and administers annual budget of an assigned operation, including organization structure and staffing requirements and monitoring expenditures to ensure operation of divisions is within approved budget.

Conducts research; studies and analyzes a variety of special projects and assignments; makes recommendations; prepares and presents reports and studies.

Recommends, in the interest of the City, that eligible applicants be hired, and that subordinate employees be reassigned, transferred, disciplined, suspended, terminated, promoted, or commended; participates in the adjustment of grievances; participates in the administration of agreements resulting from collective bargaining negotiations; acts in a confidential capacity.

MINIMUM JOB REQUIREMENTS:

PREFERRED QUALIFICATIONS:

PMP, ITIL, Lean Six Sigma, Agile, Business Relationship Management, Customer Experience certifications and other related project and/or service-related disciplines.

Experience managing an IT team of ideally at least 20-30 individuals.

A leader who has worked in a business-facing IT organization with demonstrated experience in partnering with business stakeholders.

Budget forecasting experience.

Demonstrated experience in identifying opportunities for improvement and leading initiatives using IT in new and innovative ways to bring value to the business and drive the business forward.

Demonstrated leadership in supporting the business and achieving or exceeding business goals and objectives.

Demonstrated leadership in solving issues and challenges such as differing agendas, political considerations and resistance to change.

Prior experience working for a municipality or public sector experience.
As public servants, employees may be required to work immediately before, during, and/or after an emergency. All employees must be available and able to work assigned shifts as determined by their Department Heads.
